On August 3, 2000, the Government of India issued Public Notice No. 27 (RE-00)/1997-2002, making several amendments to the Export and Import Policy 1997-2002, as outlined in the Handbook (Vol.1). The amendments include adjustments to the calculation of the CIF value for “Advance Licence for deemed exports/intermediate supply,” incorporating both the FOB value of preceding year’s physical exports and the deemed export performance. Corrections were made to the DEPB entitlement value cap for engineering products, changing it from Rs. 85 per piece to Rs. 0.85 per piece. Additionally, the description for “Spheroidal graphite/Malleable/Ductile iron casting (Rough)” was updated in the engineering product list. Changes were also introduced to value addition norms for exports to the Russian Federation, with a 33% value addition requirement for duty-free imports under the Duty Exemption/Remission Scheme. Finally, an update to Appendix 51B added an Assistant Director for the Development Commissioner (Handicrafts) in Saharanpur, Uttar Pradesh. These amendments aim to streamline the policy and improve export processes in line with evolving industry requirements.

In exercise of powers conferred under Paragraph 4.11 of the Export and Import Policy 1997-2002, as notified in the Gazette of India extraordinary, Part-II-Section 3 – Sub- section (ii) vide S.O.No.283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendment in Handbook (Vol.1). (RE-00), 1997-2002.
1. The following shall be added after the first sentence (at the 3rd line) in the 2nd sub –paragraph of paragraph 7.5:
“However, for the purpose of calculating the CIF value for “ Advance Licence for deemed exports/intermediate supply”, deemed export performance of the preceding year (FOR value), in addition to the FOB value of preceding year physical exports, shall also be taken into consideration”.
2. The following amendments/corrections shall be made in the Appendix 28-A-
(i) The value Cap for DEPB entitlement against Sl. No. 303 of Product Group :Engineering shall be corrected to read as Rs. 0.85 /per piece instead of Rs. 85/- per piece.
(ii) The description of export product appearing at Sl. No.475 of Product Group :Engineering shall be amended to read as : “Spheroidal graphite/Malleable/Ductile iron casting (Rough)”.
3. The value addition norm at S.No: (d) of Appendix-39 shall be amended to read as under:-
“For exports to the Russian Federation against funds available against Special Rupee Accounts in the name of Russian Entities, the value addition norms in cases involving duty free imports under the Duty Exemption/Remission Scheme shall be 33% or the percentage of value addition indicated in the Hand Book (Vol.2) whichever is higher”
4. The following shall be added after S.N. 5 under the State Head Uttar Pradesh in the Appendix– 51B:-
