Notification No. 4(RE-2000) issued by the Government of India on March 31, 2000, introduces amendments to the cotton import policy under the Export and Import Policy for 1997-2002. The notification stipulates that cotton imports, both carded or combed (Exim Code 520300) and not carded or combed (Exim Code 520100), are classified as “Free” but come with a condition. Import contracts for cotton must be compulsorily registered with the Textile Commissioner in Mumbai before importation, a requirement set to remain in effect until March 31, 2001. This amendment aims to regulate and monitor cotton imports during the specified period, ensuring compliance with the foreign trade regulations under the Foreign Trade (Development and Regulation) Act, 1992.

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the Notification No. 41(RE-99)/97-02 dated 23.12.99, namely,-
