Notification No. 41(RE-99) issued on December 23, 1999, announces amendments to the ITC(HS) Classifications of Export and Import Items under the Export and Import Policy 1997-2002. The key update concerns the import of cotton, specifically cotton not carded or combed (EXIM Code 520100) and cotton that is carded or combed (EXIM Code 520300). Both categories of cotton imports are now classified as “free” but come with a new requirement: all import contracts for these items must be registered with the Textile Commissioner in Mumbai before import, effective until March 31, 2000. S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items , 1997-2002 published on 31st March, 1997 (RE-98) as amended from time to time, namely –
