The Competition Commission of India (CCI) examined an information filed by a self-employed taxi driver operating under an All India Tourist Permit against a licensed taxi operator at Shaheed Bhagat Singh International Airport, Chandigarh, and the airport authority managed by Chandigarh International Airport Limited (CHIAL). The Informant alleged contraventions of Sections 3 and 4 of the Competition Act, 2002, claiming that the licensed operator had acquired a dominant position after being awarded the airport taxi services tender and was using that position to engage in exclusionary practices, predatory conduct, digital market manipulation, and other anti-competitive activities.
According to the Informant, the licensed operator maintained a booth near Arrival Gate No. 1 and allegedly prevented solo taxi drivers from accessing areas near the gate, thereby capturing all exiting passengers and achieving monopolistic control over taxi services at the airport. The Informant further alleged that the operator charged excessive fares, intimidated competing drivers, interfered with online bookings, and used threats, coercion, and violence to eliminate competition. Allegations of institutional corruption and failure of local law enforcement to act on complaints were also raised. The Informant sought a detailed investigation, penalties, corrective measures, and interim relief restraining the alleged conduct.
