The Directorate General of Foreign Trade, under the Ministry of Commerce & Industry, has issued Notification No. 02/2026-27 dated April 1, 2026, amending the import policy for jewellery items under CTH 7113. The notification revises several categories of jewellery made of precious metals, including gold, silver, platinum, and studded variants, from “Free” to “Restricted” import status with immediate effect. These restrictions apply regardless of prior contracts, letters of credit, advance payments, or shipment status, and the benefit of transitional arrangements has been expressly denied. However, exemptions are provided for imports by Export Oriented Units (EOUs), Special Economic Zones (SEZs), and certain export-related schemes under the Foreign Trade Policy, 2023, subject to conditions. Additionally, imports under the India-UAE CEPA tariff rate quota continue to be permitted without import license in specified cases. The amendment aims to regulate jewellery imports more strictly and ensure tighter trade control.

Subject: Amendment in Import Policy of items covered under CTH 7113 under Chapter 71 of ITC (HS) 2022, Schedule-I (Import Policy)-reg.

S.O. 1685(E):  In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby makes the following amendments under Chapter 71 of ITC (HS) 2022, Schedule —I (Import Policy) with immediate effect:

2. Notwithstanding anything contained in Para 1.05(b) of the Foreign Trade Policy, 2023, (FTP) or any other provision, the benefit of transitional arrangements shall not apply to the restrictions imposed under this Notification.

3. The import policy as amended above shall come into force with immediate effect and shall apply irrespective of any prior contract, irrevocable letter of credit, advance payment, or shipment status.

4. However, imports by 100% Export Oriented Units and units located in Special Economic Zones (SEZs) shall not be subject to the above restrictions as per Para 6.01(d) of FTP, 2023 and under Rule 27 of the Special Economic Zones (SEZ) Rules, 2006 respectively, provided such imported goods are not sold into the Domestic Tarifff Area (DTAs). Further, imports under the schemes for export of Gems and Jewellery under Chapter-4 of FTP, 2023 shall also be exempt from these restrictions.

Effect of the Notification: The Import Policy of items under CTH 7113 is revised from “Free” to “Restricted” with immediate effect. These restrictions shall apply notwithstanding Para 1.05(b) of FTP 2023 and shall operate irrespective of any prior contract, irrevocable letter of credit, advance payment, shipment status, or any other commitment whatsoever. Accordingly, the benefit of transitional arrangements shall not be available. However, the restrictions will not apply to the categories of imports mentioned at Para 4 of the Notification.
