Cases where EPCG Committees took a decision to grant second hand EPCG licences before 31-3-1999 but licence could not be issued. In such cases, applicants shall have the option of converting their EPCG applications into restricted import licence applications and for that they may submit only a revised application in Appendix 8 of the Handbook of Procedures.
In exercise of the powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, Part-II, Section 3- Sub- Section (ii) vide S.O. No.283(E) dated 31.3.97, the Director General of Foreign Trade hereby makes the following amendments in the Public Notice No.18 (RE:99)/1997-2002 dated 1st July, 1999.
Complaints have been received by this office that products normally classifiable under Chapter 29 of ITC(HS) Classifications of Export and Import Items 1997-2002 relating to organic chemicals are being imported by classifying the same under EXIM Code 23099003.10.
Importers will be required to register their Import contracts/letter of Credit with NAFED, who shall also monitor actual imports. NAFED shall register such contracts /Letter of Credit based on recommendations from Ministry of Textiles, Government of India.
Exporters have pointed out that while claiming Duty Drawback as above, they are required to submit original EP copy of the Shipping Bills to the Custom Authorities, which they are not in a position to do as the same have already been submitted to the Regional Licensing Authority while claiming DEPB. This issue has been considered in consultation with Deptt. of Revenue.
Supplies made by an Indian sub-contractor of an Indian or foreign main contractor, shall also be eligible for deemed export benefits provided the name of the sub-contractor is indicated either originally or subsequently in the contract, and payment certificate is issued by the Project Authority in the name of the sub-contractor in the form given in Appendix 14-B.
Associate Shippers may undertake exports directly or may register qualified exporters to whom permits may be granted for undertaking exports. Associate Shippers will be allocated export quota based on their past export performance. A quota of 5000 MTs of Niger seed should be allocated to The Karnataka State Agricultural Produce Processing and Export Corporation Ltd (KAPPEC Ltd).
Public Notice No. 23 (RE-99) amends the Export-Import Policy, adding new entries for engineering, plastic, and textile products in the Handbook of Procedures.
Attention is invited to Public Notice No. 55 dated 11.11.98 wherein the DEPB rate for S.No.3 of Fish and Fish product was increased from 8% to 10%. Various representations had been received wherein the exporters including various associations had pointed out that it was not possible to give changed description of the export product in respect of shipments effected prior to Public Notice No. 55 dated 11.11.98.
