It has been decided to continue with the earlier policy provision of permitting regional licencing authorities to issue advance licence in respect of Petroleum and Petrochemical Products to be manufactured from crude oil upto a limit of a CIF value of Rs 500 crores. The Department of Revenue had issued a Circular No 62/2002 dated 26.09.2002 on the aforesaid subject wherein the Central Board of Excise and Customs had re-examined the issue afresh. In continuation of Public Notice No.19 dated 11th June,2001 and Public Notice No.25 dated 2nd July,2001 and in exercise of the powers conferred under Paragraph 2.4 and 2.29 of the Export and Import Policy, 2002-2007, the Director General of Foreign Trade hereby designates following Inspection and Certification Agencies accredited by APEDA for the purpose of export of Agriculture Products as “ Organic Product.” An Agriculture product shall be allowed to be exported as “ Organic Product” if it is produced, processed or packed under a valid Organic Certificate issued by any of the undermentioned Inspection and Certification Agency. The Inspection and Certification Agencies as specified in Column 1 below shall be authorized for a period of time as may be allowed in their cases by the Accrediting Agency as specified in Column 2 below.
The last sentence of Para 6.16 (b) provides for destruction of goods with the permission of Customs authorities. In order to clarify that all kinds of obsolete goods could be destroyed, it is proposed to substitute 6.16 (b) as under on the lines of provisions contained in Customs Notification.
