In exercise of powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act,1992 (No.22 of 1992) read with paragraph 1.2 of the Foreign Trade Policy, 2009-2014, the Central Government hereby notifies the Foreign Trade Policy, 2009-2014 incorporating the Annual Supplement as updated on 23rd August, 2010 and contained in Annexure to this notification. The policy shall come into force w.e.f. 23rd August, 2010.
The contracts for export of cotton shall be registered with the Textile Commissioner prior to shipment. Clearance of cotton consignments by Customs should be after verifying that the contracts have been registered.
With immediate effect existing entries at point no. 1 in the ‘Nature of Restriction’ against Sl. No. 45 AA (relating to export of Basmati rice including PUSA Basmati 1121) in Notification No. 55(RE-2008)/2004-09 dated 5th November, 2008 shall be substituted to read as under:-
The Lok Sabha on Thursday passed a bill aimed at promoting foreign trade and enabling the government to take swift action in trade disputes. The bill, which was passed by the Rajya Sabha on Aug 9, makes changes in the Foreign Trade (Development and Regulation) Act, 1992. Minister of Commerce and Industry Anand Sharma said the government would take all necessary measures to boost foreign trade, especially exports.
In exercise of the powers conferred by Section 5 read with Section 3(2) of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992) and Para 1.3 and Para 2.1 of the Foreign Trade Policy, 2009-2014, the Central Government hereby makes the following amendment in Notification No. 40/2009-14 dated 12.05.2010 read with Notification No. 33(RE-2007)/2004-2009 dated 08.10.2007, as amended from time to time (pertaining to prohibition on export of wheat and wheat products).
With immediate effect, the existing entry at para (2) & (3) of Notification No. 42 /2009-2014 dated 18.05.2010 is substituted to read as under:-“2.1.13 the ban on export of Non-Basmati rice shall also not be applicable on export of 3 lakh tonnes of parboiled non-Basmati rice to Bangladesh from the Central Pool at prevalent economic cost through FCI.”

No. A-2688, A-2689 and A-2690 of the product Group “Chemicals & Allied Products” i.e.: (i) Light Ends (LE) viz., Naphtha, Motor Spirit, Gasoline, Solvents, Reformate, Hexane, TAME, excluding C3, C4 Hydrocarbons and mixtures thereof; (ii) Middle Distlliates (MD) viz., ATF, SKO, HSD, Gas Oil, MTO, LABFS, AROMEX, JBO, LDO, VGO, Solvents; and (iii) Heavy Ends (HE) viz. FO, Furnace Oil, Fuel Oil, LSHS, HPS, Puch, Asphalt, Petroleum Bitumen, Raw Petroleum Coke & Calcined Peroleum Coke, Slack Wax, Paraffin Wax, Microcrystalline Wax, CBFS, RPO, Sulphur.
Export of goods including plant & plant products using wood packaging material such as pellets, dunnage, crating, packing blocks, drums, cases load boards, pellet collars and skids etc. shall be allowed subject to compliance of ISPM-15.
In the statement of Standard Input Output Norms (SION) as contained in the Handbook of Procedures (Vol.2), 2009-2014, as amended from time to time, amendments/corrections at appropriate places as mentioned in ANNEXURE “A” to this Public Notice are made. CHEMICAL AND ALLIED PRODUCTS . The existing import items uder SION A3627 shall stand modified as per Annexure attached to this Public Notice.
Circular No.22 / 2010-Customs the import of ‘worn clothing’ should be adjudicated and fine in lieu of confiscation and penalty imposed keeping in view the ‘margin of profit’ on such unauthorized import and also the fact that such consignments should not get cleared by paying only nominal fine and penalty in future.
