Many NGOs and whistleblowers have complained to authorities that Indian money worth several thousands crore was illegally routed to many tax havens and urged government to take strict measures to put a bar on it. Finance Ministry admits it has “no authentic figures” about the quantum of black money deposited in Swiss banks. It is stated that efforts have been made from time to time to seek details of the bank accounts held by Indians in Swiss Confederation under the existing Double Taxation Avoidance Agreement (DTAA) between India and Switzerland .

The Centre on Friday declined before the Supreme Court to make public names of the people who have stashed black money in foreign banks. It informed that it is not possible to disclose information received from foreign governments under the Double Taxation Avoidance Agreement (DTAT). The Centre, however, agreed to reveal the names of six persons who had deposited money with the Liechtenstein Bank in Germany and who are being prosecuted by the government authorities.

The government has set the ball rolling for estimating black money by signing agreements with three leading think-tanks NCAER, NIFM and NIPFP to conduct study on unaccounted income generated inside and outside the country. They have been given 18 months to complete the study and also suggest administrative and legal measures to prevent generation of black money, according to sources.

Blaming use of black money in real estate to archaic laws, India’s largest realty firm DLF today said Prime Minister Manmohan Singh’s emphasis on reduction of stamp duty will help in cleansing the sector. “Real estate industry is the least reformed. Income of Pune-based stud farm owner Hasan Ali Khan multiplied by over 100 times in six years from Rs 529 crore to Rs 54,268 crore in 2006-07, reveals CAG report tabled in Parliament today. Khan, who is presently in custody of the Enforcement Directorate, has not filed returns for several years despite earning crores, Comptroller and Auditor General of India (CAG) said.

The Supreme Court today remanded Pune stud farm owner Hasan Ali Khan in Enforcement Directorate”s custody for four days, while pulling up the trial court judge who had granted bail to him dismissing the agency”s plea for his remand in a money laundering case. A bench of justices B Sudershan Reddy and S S Nijjar said it was “deeply disturbed” at the manner in which the trial court judge had rejected the ED”s contention and granted bail while giving a lengthy order for it.
