Foreign lender Royal Bank of Scotland on Thursday said RBI is likely to hike its policy rates by up to one percentage point this year even as the headline inflation is likely to fall to 6-7 per cent on the back of a good monsoon. According to RBS managing director and head of markets Ramit Bhasin, the apex bank is likely to hike its overnight lending rates (repo) by 0.5 per cent to 6 per cent and the reverse repo, at which it accepts deposits from banks by 1 per cent to 5 per cent in 2010.
Keeping in view the special funding needs of the infrastructure sector, Reserve Bank of India (“RBI”) has issued a Circular (A.P. (DIR Series) Circular No. 4 dated 22 July, 2010) ‘ to liberalise the above refinancing restriction under a Take-out Finance Scheme. The said scheme is applicable to Indian corporates in the seaport and airport, roads including bridges and power sectors (eligible borrowers).
The government has set up a committee to undertake a comprehensive review of the small savings instruments in India such as public provident fund schemes and national savings certificate schemes. This marks the first steps towards migrating to a deregulated regime for such schemes. At present, interest rate on these schemes, which come with tax breaks, are administered by the government and are not linked to market rates.
In terms of the existing regulatory framework, if the SGL transfer form bounces three times in a half year, for want of either funds or the securities, the account holder is liable to be debarred from using the SGL account facility for a period of six months. After restoration of the facility, if the SGL transfer form of the account holder bounces again, such account holder is liable to be permanently debarred from using its SGL account.
The guidelines on credit card operations cover various aspects such as issue of credit cards, interest rates and other charges, wrongful billing, use of Direct Sales Agents (DSAs)/Direct Marketing Agents (DMAs) and other agents, protection of customer rights covering among other things right to privacy, customer confidentiality and fair practices in debt collection, redressal of customer grievances, internal control and monitoring systems, fraud control etc.
In terms of the third proviso of para 18 of the Non-Banking Financial (Non- Deposit Accepting or Holding) Companies Prudential Norms (Reserve Bank) Directions, 2007, any systemically important non-deposit taking non-banking financial company not accessing public funds, either directly or indirectly, may make an application to the Bank for modifications in the prescribed ceilings with regard to Concentration of credit / investment norms.
A master circular on housing finance issued by the RBI on July 1 has once again reiterated that builders publicly disclose names of the banks they have mortgaged their land and apartments to. However, despite this directive, none of the developers have done this so far, said market sources.
The provisions of Section 15 of FEMA permit compounding of contraventions and empowers Reserve Bank of India (“RBI”) to compound any contravention, except under section 3 (a) of FEMA on an application made by the person committing such contravention. In order to simplify the procedures for compounding, the Government of India notified Foreign Exchange (Compounding Proceedings) Rules, 2000 (“Rules”).
Finance Minister Pranab Mukherjee today said the Reserve Bank will decide on a further hike in its lending and borrowing rates at the quarterly review meeting on July 27. “The RBI Board will come up with its policy on July 27. Let us wait till then,” Mukherjee told newspersons here when asked whether there would be any further hike in the repo and reverse repo rates of the RBI.
