The Institute of Chartered Accountants of India (ICAI), established by an Act of Parliament, has raised significant concerns regarding technical issues plaguing the tax filing and payment processes. In a letter addressed to Shri Pankaj Jindal, Joint Secretary (TPL)-II at the Central Board of Direct Taxes (CBDT), ICAI highlights the challenges faced by taxpayers due to persistent glitches in the income-tax e-filing portal.

The letter, dated July 12, 2024, references previous correspondence on July 5, 2024, outlining specific issues related to Form 26AS/TIS/AIS and the electronic filing (e-filing) of Income Tax Return (ITR) forms. ICAI emphasizes the recurring problems such as service unavailability during peak periods, failures in making challan payments, and error messages encountered during transactions. These issues pose significant hurdles for taxpayers, especially as the deadline under section 139(1) of the Income-tax Act, 1961 approaches for filing returns for the Assessment Year 2024-25.

ICAI urges prompt resolution of these technical glitches to ensure seamless filing of returns and payment of taxes within stipulated deadlines. The Institute emphasizes the critical need for a reliable income-tax e-filing portal to support taxpayers effectively. Addressing these challenges promptly will alleviate taxpayer concerns and uphold the efficiency of the tax administration system.

Sub: Technical glitches in filing returns and payment of taxes

This in reference to our previous correspondence dated July 5, 2024, regarding concerns related to Form 26AS/TIS/AIS and the e-filing of ITR forms, a copy of which is enclosed as Annexure I.

In this regard, we would like to bring to your notice once again of the technical glitches in filing returns and making payment of taxes. Unavailable service (on account of temporary overloading or under maintenance), failure to make challan payment, error messages appearing while making payment are some of the issues being faced by the taxpayers while filing returns/making payment of taxes.

As the due date under section 139(1) of the Income-tax Act, 1961 for filing of returns of income for the A.Y. 2024-25 for individuals, HUFs, firms who are not subject to tax audit is fast approaching, we request to address and resolve the concerns faced by taxpayers with respect to the technical glitches in the income-tax c-filing portal at the earliest to enable seamless filing of return and payment of taxes within the due date.
