DO No. 64/CH(IC)/2022 Dated: 22nd February, 2023

Libraries are more than just books. They are vibrant hubs of knowledge, learning, and community. They provide access to information and resources that help us reach our goals, share ideas and explore new vistas. Ever since the days of our ancient universities, Nalanda and Taxila, libraries have played a crucial role in our intellectual and cultural evolution.

On the professional front, a well-stocked library is essential to promoting a culture of lifelong learning and constant upgradation in skills. It was in this context that India had offered to set up the BRICS Digital Customs Library at the National Academy of Customs, Indirect Taxes & Narcotics (NACIN), Bengaluru. The proposal received unanimous approval and support of the BRICS members.

I am happy to share that the necessary administrative approvals have now been accorded to the project which is to be executed by the National Informatics Centre (NIC), Karnataka. I hope the Digital Library will prove to be an invaluable resource as well as another vindication of the effectiveness of our international engagement.

Moving on, with a view towards enhancing the efficacy of handling of legal issues in the Department, the Directorate of Legal Affairs (DLA) commissioned a dedicated website [www.dlacbic.gov.in] last week. In addition to information about the filing of matters in the Hon’ble Supreme Court, the website can also be used to access updated status of cases and various other reports.

Access to certain sections of the website is restricted to departmental users. I would urge field formations to make the most of the facility and to provide their feedback to the Directorate. Congratulations to Pr. Commissioner (DLA) and his team for this initiative.

On the enforcement front, last week saw the Directorate General of GST Intelligence (DGGI) realize an amount of Rs. 343.56 Crore in a case involving non-payment of GST on certain taxable supplies and non-reversal of Input Tax Credit on loss of inputs on which credit had been availed. Hearty Congratulations to Pr. Director General, Directorate General of GST Intelligence and his team of officers for an excellent detection.

Last week, officers of the Directorate Revenue Intelligence (DRI) interdicted a passenger arriving at the Mumbai International Airport. Examination of the passenger’s baggage resulted in the recovery of 11.94 kg of Heroin valued at about Rs. 84 Crores in the illicit market. Following up on the interdictions, the officers also apprehended the supposed recipients of the contraband.

In another case, officers from Nagpur Customs detected a case of smuggling of Areca Nuts concealed and misdeclared as Dry Dates. The detection led to the recovery of over 33 MTs of Areca Nuts attracting Customs Duty to the tune of Rs. 6.41 Crores. Kudos the officers for their hard work.

As the financial year draws to a close, we all need to focus on our annual targets – be it revenue, adjudications, cadre management, disposals or infrastructure proposals. I would also urge all of you to examine the status of funds available under various heads and to ensure that they are optimally and productively deployed.

Till next week!

Yours Sincerely,

(Vivek Johri)
