Dear colleagues,
I am happy to inform that ACC has approved the empanelment of 3 officers for promotion to the grade of Chief Commissioner/ DG and their posting orders have also been issued. My heartiest congratulations to the officers in all their future endeavours.
The transfer/ placement guidelines, 2018 for IRS officers has been finalized and uploaded on our website. Kindly go through the same for information, as transfer and postings will now be done as per these guidelines.
In this financial year (2018-19), IGST refunds of approximately Rs 650 Crore have been sanctioned. This amount is over and above Rs. 9,604 Crore that was sanctioned up to 31st March 2018. However, we still have quite a few claims of IGST refund pending with Customs primarily due to invoice mis-match and EGM errors. There are also certain refund claims that are pending due to non-receipt of data from GSTN. Efforts are on to resolve the errors committed by exporters and ensure transmission of data from GSTN to Customs. I would request all Chief Commissioners to reach out to exporters with regard to pending refund claims with the same spirit displayed during the special drive fortnight and focus on liquidating them at the earliest.
It has been more than twelve days since the e-way bill system has been rolled out across the country for inter-State movement of goods. The system is working smoothly and in the past twelve days more than ninety one lakh e-way bills have been generated. As per decision of the GST Council, the first lot of States that would be implementing the e-way bill system for intra-State movement of goods from 15th of April, 2018 are Andhra Pradesh, Gujarat, Kerala, Telangana & Uttar Pradesh. In this regard, I would urge the Chief Commissioners of the concerned zones to co-ordinate with the State Tax Authorities so that the same may roll out smoothly. I am sure that you would be continuing with the endeavour to sensitise and familiarise the taxpayers with this new system.
Pr DG Taxpayer Services has issued a letter dated 12th April, 2018 outlining the activities that need to be planned for creating awareness about the implementation of e-way bill amongst the stakeholder including the transport sector. Kindly go through the letter and do the needful as instructed.
Last date to fill self-appraisal by the officer reported upon in SPARROW is now 16th April, 2018 (15th April being a Sunday). Kindly ensure that the timeline is strictly adhered to.
