Arjuna (Fictional Character): Krishna, Janmashtami is around the corner, thousands & thousands of devotees are awaiting the auspicious day to celebrate the birth anniversary of their Lord Krishna. What gift shall the taxpayers expects from their beloved Krishna?

Krishna (Fictional Character): Arjuna, the love shown by the devotees is unmeasurable & invaluable.  The biggest gift for taxpayers this year definitely is the new reward scheme ‘Mera Bill Mera Adhikar’. The Scheme is much similar to a lottery for taxpayers. Just like u need a lottery ticket for participating in a lottery the taxpayers will now require to demand GST Invoice from supplier and upload them on the app for entering this GST Lottery. Cash rewards will be provided to the lucky taxpayers on a lucky draw basis.

Arjuna (Fictional Character): Krishna, what is “Mera Bill Mera Adhikar Scheme” and how can taxpayers enrol for this?

Mera Bill Mera Adhikar Scheme

Krishna (Fictional Character): Arjuna, the “Mera Bill Mera Adhikar Scheme” is a new reward scheme launched by government which is currently being introduced on pilot basis and is operating in 3 States (Assam, Gujrat & Haryana) & 3 Union Territories (Puducherry, Dadra Nagar Haveli & Daman & Diu). The Centre & States will contribute equally for this scheme, and for this fiscal year the Centre & States have already set aside a fund of Rs. 30 Crore Rupees. The scheme is exclusively for end consumers. Monthly & Quarterly draws will be made and cash rewards will be given to few lucky taxpayers.

The following are the steps for taxpayers to enter this lucky draw or lottery:

1. The first step is to download the “Mera Bill Mera Adhikar” App and register yourself on the app with a registered mobile number.

2. Just like you buy lottery tickets to enter a draw here the next step is to demand GST Invoices from the suppliers which will act as your lottery ticket.

3. The taxpayers will now need to upload these invoices (lottery ticket) in the app and fill minor details such as GSTIN of Supplier, date of invoice and amount of taxes.

4. Just as how one can buy more than one lottery ticket to increase his odds, here also the taxpayer can upload upto 25 invoices each month to win this lottery.

5. Taxpayers will be required to upload invoices of a particular month by the 5th of next month for the draw.

6. Just as you preserve a lottery ticket till the declaration of results, the taxpayer will also be required to preserve his invoice as an evidence.

810 draws will be made on monthly basis where 800 lucky taxpayers will receive Rs. 10,000 each & the 10 lucky taxpayers will receive Rs. 10 Lakhs each. In addition to the monthly draws 2 bumper draws will be made each quarter where two lucky taxpayers will get a whopping Rs.1 Crore each. As of today, more than 1 Lakh taxpayers have already downloaded the app.

Arjuna (Fictional Character): Krishna, What is the motive behind this Scheme & how will it benefit the tax compliance?

Krishna (Fictional Character): Arjuna, as the name suggests the main motive of the scheme is to encourage the taxpayers to demand GST Invoices from their supplier which is their right. By demanding GST Invoices the taxpayers would help bring transparency in the always disputed “B2C Transactions”. The suppliers thus is forced to properly account for the taxes and pay the same to the revenue authorities as more & more taxpayers will now ask for GST Invoices as they are now given incentive for doing so.

Arjuna (Fictional Character): Krishna, what should one learn from this?

Krishna (Fictional Character): Arjuna, The government through this reward scheme is trying to spread awareness among taxpayers that to ask for a GST invoice to the supplier is not only their responsibility but also their right. This scheme will help bring transparency in B2C transactions whilst also rewarding the taxpayers. One shall always ask for GST Invoices whenever he makes a purchase, buys movie tickets, etc. The more the GST Invoices uploaded by the consumer increases the more his chances of wining the reward increases. Hence if you are from one of the 6 states or UTs, next time you make a purchase, don’t forget to ask for GST invoice and upload the same on the app.
