The weekly newsletter which is otherwise issued on Fridays was postponed for today so as to cover part of the proceedings of the two day Rajaswa Gyan Sangam which was held on 1st and 2nd September 2017.

The joint session, comprising officers of CBEC, CBDT and for the first time representatives from the State governments, was inaugurated by the Hon’ble Prime Minister on the 1st September 2017. In his address, the Hon’ble Prime Minister has given us a huge challenge to increase the number of registered businesses within a year and also improve our work culture to incorporate both a sense of urgency and measurability in performance. His mantra is “what gets measured gets done”. He also drew our attention to many areas of our working which need improvement and urgent attention. I would urge all of you to see my summing up of the conference available on Antarang for the complete details in this regard and with regard to the Hon’ble Finance Minister’s directives.

A short film on the evolution of GST was screened and is available for viewing on youtube. A beautifully put together Coffee Table book on the journey of GST was released by the Hon’ble Prime Minister and will be shortly made available to all officers.

Of special mention of all the conference sessions, are the 7 presentations made as part of the ‘Sunshine Session’ which showcased various innovative initiatives ranging from leveraging technology to improve taxpayer services, social initiatives, initiatives as part of Swachh Bharat Action Plan. Details of these presentations made are available on Antarang.

While most of the conference deliberations are available on Antarang, I must bring to your notice the important suggestions given by the Revenue Secretary for all of us to follow, –

1. To develop cordial relationship with the state officials at all levels for successful implementation of GST;

2. Continuous education of taxpayers and consultants through outreach programmes and training of our own officers, town hall meetings must be continued;

3. A very effective grievance redressal mechanism for GST is required. Response to some genuine grievances should be published for the benefit of all.

He also had 3 common suggestions for both the officers of CBEC and CBDT. They include,

1. Special efforts to be made by the CCs and Commissioners to train and meet officers of the lower bureaucracy;

2. Housekeeping issues should not be neglected;

3. Development of a communication strategy as it is not only important to do good work but it is also important to communicate the same to the people.

The Rajaswa Gyan Sangam provided a platform where the tax administrators exchanged ideas and initiatives for improving work environment to facilitate both trade and the common man. I take this opportunity to thank you all for making it a huge success by your presence and your contributions and suggestions.

Now for some other news.

The Draft of the Expenditure Budget Manual, 2017 proposed to be published by EMC,DGHRD for the first time, has been uploaded on the cbec.gov.in website for seeking suggestions or updates which can be incorporated to guide the formations on financial planning throughout the financial year without restricting their operational efficiency.

Taking a cue from the Digital India campaign of the Government, DGHRD has launched an online module for uploading of HR reports which is accessible through the DGHRD website. For this purpose the user id and passwords have already been sent to the CCOs. All regular and ad-hoc reports on HR have necessarily to be uploaded online. You are requested to make full use of this module and visit the DGHRD website on a regular basis so that no reports are delayed.
