Dear Colleagues,

I am happy to inform that the DPC for the promotion from AC to DC for the vacancy year 2018 has been concluded. I will inform you of the further developments in this regard.

As you are aware, the 26th meeting of the GST Council was held on 10th March, 2018 wherein certain recommendations have been made. In this meeting it was decided that e-way bill system for inter-State movement of goods across the country would be implemented from 1st of April, 2018. In respect of e-way bill system for intra- State movement of goods, it was decided that it would be introduced in a phased manner but not later than 1st of June, 2018. Hence, it is requested that Chief Commissioners in consultation with their State Commissioner, Commercial tax may decide the date for implementation of e-way bill system for intra- State movement of goods in their State. It requires no emphasis that effective co-ordination between Central and State tax administrations would help in smooth implementation of this challenging assignment.

In the recent video conference of the Board with all the Chief Commissioners of the zones, many issues were highlighted and discussed. As already stressed, utmost involvement and speed of clearance along with proper guidance to exporters is required for the 15 day special drive on refunds scheduled from the 15th March, 2018 to 29th March, 2018. I am expecting feedback on a daily basis as per the format circulated. Wide publicity both in English, Hindi and vernacular languages must be given to this special drive so as to create adequate awareness to enable the exporters to make the best use of this special drive.

Consequent to the video conference and the issues highlighted, the Directorate General of Systems has initiated action to facilitate the special drive. Special reports have been made available to System Managers, and also on Antarang to assist field formations make a focused effort to target major errors. These errors are, (i) Port wise list of GSTINs with IGST refund pending on account of mismatch of invoice only (ii) Port wise pendency report of Gateway EGM (iii) Port wise list of IECs pending for PFMS validation. A Step by Step guide has been updated to clarify certain doubts raised by the field formations. All the important advisories on IGST refund have been consolidated here. This guide has also been uploaded on Antarang. For any queries related to IGST refund, System Managers (SMs) should raise a ticket with relevant screenshots to Saksham.seva@icegate.gov.in, with the Subject `IGST refund’. However SMs are advised to ensure that they are thorough with the advisories, before raising any ticket.

As you all would recall in my weekly communication with you on 2nd February, 2018, I had informed of the sad demise of Smt Komala Choudhury and also that on behalf of the department we had sent a condolence message to her family. With great deal of humility I inform that Shri S.K Choudhury, husband of Smt Komala Choudhury and also former Member of CBEC has appreciated this gesture and has thanked all of us for being with him and his family in such an hour of grief. I would particularly like to convey Shri S.K Choudhury’s appreciation to the officers and staff of Chennai Customs and GST for being there giving all assistance and solace to the bereaved family at this hour of need.
