Public Notice No. 82 (RE:2005)/2004-2009, dated January 16, 2006, issued by the Government of India, Ministry of Commerce & Industry, introduces amendments, corrections, and additions to the Handbook of Procedures for the 2004-2009 Foreign Trade Policy. It revises Standard Input Output Norms (SION) for various sectors, including chemicals, engineering products, and food items. Key updates include the addition of new entries for chemicals like fluorescent ink concentrates and food products such as refined sunflower oil. Corrections in import-export item descriptions and quantities are also made. For example, the norm for denatured ethyl alcohol, several engineering product specifications, and changes in allowed imports for specific chemicals are clarified. Specific conditions related to export-first policies and imports post-EODC approval are reiterated. These changes aim to streamline trade practices and ensure compliance with prevailing standards and regulations.

In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2004-09 and Paragraph 1.1 of Handbook of Procedures (Vol.1), the Director General of Foreign Trade hereby makes the following amendments/deletions/corrections and additions in the Handbook of Procedures, Vol.2, 2004-2009, as amended.
2. In the statement of Standard Input Output Norms as contained in the Handbook of Procedures, (Vol.2) 2004-2009, as amended, amendments/ corrections/ deletion at appropriate places as mentioned in Annexure “A” to this Public Notice are made.
3 In the statement of Standard Input Output Norms, following additions shall be made at appropriate places as mentioned below:-
