On January 31, 2005, the Government of India issued Public Notice No. 51/2004-09 under the Foreign Trade Policy 2004-09, making an addition to the Handbook of Procedures (Vol. I). The amendment concerns metal scrap that was shipped or arrived in India on or before October 25, 2004, but not cleared for home consumption. It provides two options for clearing these consignments: one, to produce a pre-shipment inspection certificate as outlined in Appendix-28 (Annexure-I), or two, to subject the consignment to 100% physical examination as per Customs Circular No. 56/2004. This update aims to streamline the clearance process for such imports and was issued in the public interest.

PUBLIC NOTICE No. 51/2004-09

NEW DELHI: the 31st January 2005

In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy, 2004-09, the Director General of Foreign Trade hereby makes the following additions in Handbook of Procedures (Vol. I).

1. At the end of Para 2.32, the following paragraph will be added :

All kinds of metal scrap which has been shipped or has arrived in India on or before 25.10.2004 and has not been cleared for home consumption will be given the option to :

(a) produce a pre-shipment inspection certificate as laid down in Appendix – 28 (Annexure – I); or

(b) subject the consignment to 100% physical examination in terms of Custom Circular No. 56 / 2004 dated 18.10.2004.

This issues in public interest.
