Notification No. 15 (RE-2003), dated July 10, 2003, amends the ITC (HS) Classifications of Export and Import Items 2002-2007 under the Export and Import Policy 2002-2007. The amendment specifically addresses the import of All-Terrain Vehicles (ATVs) designed for off-road sports, recreation, and certain farm uses. These ATVs, which do not require registration under the Central Motor Vehicles Rules (CMVR), are now exempt from the import licensing conditions previously outlined in the ITC (HS) Classification. This change aims to facilitate the importation of these specialized vehicles, recognizing their use for non-registered purposes.

NEW DELHI: 10th July, 2003
S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Export and Import Policy, 2002-2007, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items , 2002-2007 published on 31st March, 2002 as amended from time to time, namely- at the end of Chapter-87 of the said ITC(HS) Classification of Export & Import items, 2002-2007, the following clause in the import licensing note shall be inserted:-
“(6) The import of vehicles namely, ATVs (All Terrain Vehicles) which are specifically designed for off-the-road sports, recreation and some farm usage and do not require registration under provisions of the CMVR, shall be exempted from the conditions mentioned at sl.no. 1 and 2 above.”
