On April 3, 2000, the Government of India issued Notification No. 8(RE-2000)/1997-2002, making amendments to the Import Policy under the ITC(HS) Classifications of Export and Import Items. The notice introduced restrictions on several spices, specifically cassia, cinnamon bark, cinnamon tree flowers, crushed or ground spices, extracted cloves, non-extracted cloves, and cloves stems. These items are now classified as restricted imports, requiring a Special Import License (SIL) for importation. The amendment aims to regulate the import of certain spices to ensure proper licensing and compliance with foreign trade regulations. These changes were made under the provisions of the Foreign Trade (Development and Regulation) Act, 1992, and align with the Export and Import Policy for 1997-2002.

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items , 1997-2002 published on 31st March, 1997 (RE-98) as amended from time to time, namely –
