Notification No. 49 (RE-2001)/1997-2000, dated 5th March 2002, issued by the Ministry of Commerce and Industry, brings amendments to the “ITC(HS) Classifications of Export and Import Items, 1997-2002.” Under this amendment, certain conditions related to quantitative ceilings and registration requirements are removed. Specifically, the ceilings for wheat and wheat products, barley, maize, bajra, ragi, jowar (excluding hybrid jowar), and butter are now eliminated. Additionally, the requirement for registering contracts with the APEDA for Non-Basmati Rice is also removed. The entry for all types of pulses, including lentils, grams, and beans, is deleted from the schedule, allowing these items to be freely exported without packaging restrictions. Corresponding deletions are also made in Appendix 1 of Schedule 2 of ITC (HS) Classification. These changes reflect a move towards more liberal export policies for these agricultural commodities, as stipulated under the Foreign Trade (Development & Regulation) Act, 1992.

S.O.(E) In exercise of powers conferred by Section 5 of the Foreign Trade (Development & Regulation) Act,1992 (No.22 of 1992) read with Paragraph 1.3 and 4.11 of the Export and Import Policy,1997-2002 (incorporating amendments made upto 31.3.2001), the Central Government hereby makes the following amendments in the “ITC(HS) Classifications of Export and Import Items, 1997-2002 (incorporating amendments made upto 31st August,1998)” and as amended from time to time:-
(i) The condition of quantitative ceiling as mentioned in column 4 of Table B of Schedule 2 against Code No. 1001 in respect of (a) wheat and wheat products, (b) grain and flour of Barley, Maize, Bajra, Ragi and Jowar (excluding Hybrid Jowar grown as Kharif Crop) stands deleted.
(ii) The condition of quantitative ceiling as mentioned in column 4 of Table B of Schedule 2 against Code No. 0402 in respect of butter stands deleted.
(iii) The condition of registration of contracts with the APEDA as mentioned in Column 4 of Table B of Schedule 2 against Code No. 1006 in respect of Rice Non-Basmati stands deleted.
(iv) The entry at Code No.0713 in respect of pulses, all types including lentils, grams, beans and flour made therefrom in Table B of Schedule 2 stands deleted.
In view of above amendment, the pulses, all types as mentioned above are freely exportable without any packaging restrictions under ITC (HS).
2. The entries of above items mentioned in Appendix 1 to Schedule 2 of ITC (HS) Classification at Sl. No. 12 (i) and (ii), 29 and 36 shall also stand deleted, in consonance with specific conditions of relaxations mentioned in Para 1.
