DGFT vide Notification No. 21 dated 28.07.2020 has amended the export policy of 2/3 ply surgical masks & medical goggles to ‘restricted’ with Monthly quota and removed prohibition on export of face shields

Notification No. 20 dated 21.07.2020 read with Notification No. 16 dated 29.06.2020 is amended to the extent that the export policy of 2/3 Ply Surgical masks, Medical Goggles is amended from “Prohibited” to “Restricted” category and export of Face Shields has been made “free”.

A monthly export quota of 4 crore units per month has been fixed for 2/3 Ply Surgical masks and 20 lakh units per month for Medical Goggles for issuing export licenses to eligible applicants as per the criteria to be separately issued in a Trade Notice.

Subject: – Amendment in Export Policy of Personal Protection Equipment/Masks

S.O.2471(E). In exercise of powers conferred by Section 3 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992), as amended, read with Para 1.02 and 2.01 of the Foreign Trade Policy, 2015-20, the Central Government hereby makes following amendment in the Notification No. 20 dated 21.07.2020 read with Notification No. 16 dated 29.06.2020 amending the Schedule 2 of the ITC (1-1S) Export Policy 2018 related to the export of Personal Protection Equipments/Masks, incorporating earlier amendments, as under:

4.All masks other than Non- medical/non-surgical masks (cotton, silk, wool, polyester, Nylon, Rayon, Viscose – Knitted, Woven or Blended) Prohibited Non-medical/non- surgical masks (cotton, silk, wool, polyester, Nylon, Rayon, Viscose – Knitted, Woven or Blended) are allowed freely for export.
5. 2/3 Ply Surgical Masks Restricted Monthly Export Quota of 4 Crore 2/3 Ply surgical masks
6. Nitrile/NBR Gloves Prohibited
7. Face Shields Free Face Shields are freely exportable

2. Effect of this Notification:

Notification No. 20 dated 21.07.2020 read with Notification No. 16 dated 29.06.2020 is amended to the extent that the export policy of 2/3 Ply Surgical masks, Medical Goggles is amended from “Prohibited” to “Restricted” category and export of Face Shields has been made “free”.
