Jawaharlal Nehru Custom House (JNCH) has launched NIRYAT SAMVAAD, a monthly forum designed to address individual exporter grievances and improve trade facilitation. This initiative follows the e-SAMADHAAN framework, which has been well received by the exporter community. Unlike the Permanent Trade Facilitation Committee (PTFC) and Customs Clearance Facilitation Committee (CCFC) that handle broader industry concerns, NIRYAT SAMVAAD focuses on specific exporter issues, offering direct engagement and quicker resolutions. The forum will be held on the second Wednesday of each month in a hybrid mode, allowing both physical and virtual participation. If the date falls on a public holiday, the meeting will be rescheduled to the next working day. Exporters can submit their concerns via email to apmainexp@jawaharcustoms.gov.in by the 5th of each month, ensuring their grievances are included in the agenda. The subject line should begin with “NIRYAT SAMVAAD” followed by the IEC number and grievance details. The Appraising Main (Export) section will manage this initiative, ensuring smooth execution. Export Promotion Councils, Exporters’ Associations, and the Federation of Indian Export Organisations (FIEO) are encouraged to participate actively.

Public Notice No. 28/2025-JNCH | Dated: 18-03-2025
Institutionalizing Exporter Grievance Redressal through NIRYAT SAMVAAD
A well-structured and efficient grievance redressal mechanism is indispensable for fostering a conducive export environment and ensuring seamless trade facilitation. In this regard, Jawaharlal Nehru Custom House (MICH) has been at the vanguard of such initiatives, having pioneered e-SAMADHAAN— a meticulously designed, stepwise framework for addressing exporter grievances. This initiative has earned widespread commendation from the exporter community and key trade stakeholders, reinforcing JNCH’s commitment to expeditious grievance resolution.
2. In furtherance of its relentless pursuit of trade facilitation and the augmentation of ease of doing business, JNCH now proposes to introduce NIRYAT SAMVAAD— a dedicated monthly forum aimed at fostering direct and constructive dialogue with This initiative seeks to establish a specialized grievance redressal mechanism that enables exporters to articulate their individual concerns, receive prompt resolutions, and gain clarity on customs procedures and policy imperatives.
3. Unlike the Permanent Trade Facilitation Committee (PTFC) and the Customs Clearance Facilitation Committee (CCFC), which primarily deliberate on industry-wide procedura matters, NIRYAT SAMVAADwill function as a bespoke platform tailored to address individual exporter grievances. Systemic and industry-centric concerns shall continue to be redressed within the ambit of CCFC/PTFC, thereby maintaining a distinct delineation between collective trade facilitation and personalized grievance redressal. Every effort shall be made to resolve concerns in real time during the deliberations, and unresolved matters, if any, shall be duly escalated to the relevant authorities for further redressal.
4. NIRYAT SAMVAADshall convene on the second Wednesday of each month. Should this date coincide with a public holiday, the session shall be deferred to the subsequent working day. The forum shall operate in a hybrid mode, accommodating both physical and virtual participation to ensure broad accessibility. Exporters are encouraged to submit their grievances, queries, and suggestions via email at apmainexp@jawaharcustoms.gov.in on or before the 5th day of each month for inclusion in the agenda. The subject of the email must start with NIRYAT SAMVAAD followed by IEC and grievance.
5. All exporters, Export Promotion Councils, and Exporters’ Associations, including the Federation of Indian Export Organisations (FIE0), are strongly encouraged to actively engage with this initiative. The Appraising Main (Export) section shall function as the nodal administrative unit for the seamless execution of NIRYAT SAMVAAQ ensuring its efficacy as a transformative mechanism in the domain of trade facilitation.
