Subject : Regarding appropriate customs representation in the FTA negotiating team.

I am directed to state that the Director General of Revenue Intelligence has been frequently receiving representations from the trade Associations/Government departments alleging misuse of Indo-Sri Lanka Free Trade Agreement (ISFTA) stating that the country of origin or value addition norms are manipulated.

In this regard, it is informed that such matters involving policy issues/dispute settlement is handled by Ministry of Commerce through title Department of Revenue and may accordingly be referred to this Ministry.

However, instances of gross undervaluations, violation of terms and agreement, under-invoicing, un-declaration of country of origin etc. may be referred either to the Commissionerate special investigation branch or to the DGRI for appropriate necessary actions please.
