On the 20th of October, 2023, the Ministry of Consumer Affairs, Food and Public Distribution, specifically the Department of Food and Public Distribution, issued a significant notification. This notification, G.S.R. 791(E), exercises the powers conferred by the Warehousing (Development and Regulation) Act, 2007, to amend the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017.
The Warehousing Rules Amendment 2023: The key amendment introduced by these rules pertains to rule 5 of the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017. The proviso in rule 5 has been substituted. The new proviso states that until 25th October, 2025, no applicant shall be liable to pay an application fee for the registration or renewal of warehouses storing only agricultural goods.

New Delhi, the 20th October, 2023
G.S.R. 791(E).—In exercise of the powers conferred by clauses (a), (b) and (c) of sub-section (2) of section 50 of the Warehousing (Development and Regulation) Act, 2007 (37 0f 2007), the Central Government hereby makes the following rules further to amend the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017, namely: –
1. Short title and commencement.-(1) These rules may be called the Warehousing (Development and Regulation) Registration of Warehouses (Second Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017, in rule 5, for the proviso, the following proviso shall be substituted, namely: –
“Provided that till 25th October, 2025, no applicant shall be liable to pay application fee for registration or renewal of warehouses storing only agricultural goods.”
