BIS, short for Bureau of Indian Standards, is the national certification body of India, established under the BIS Act of 2016. Operating under the Ministry of Consumer Affairs, Food & Public Distribution, BIS replaced the Indian Standards Institution (ISI) on April 1, 1987, taking over its responsibilities. BIS certification plays a crucial role in ensuring the quality, safety, and performance standards of products in India through standardization and product certification.

Under the Compulsory Registration Scheme (CRS), certain categories of products must be certified before being placed on the Indian market. These are-

1) Electronic and IT goods,

2) Domestic Appliances,

3) Auto Components,

4) Steel Materials

BIS also administers the Hallmarking Scheme, certifying the purity and fineness of gold and silver articles sold in India. BIS hallmark certificates guarantee that these precious metal items conform to defined purity standards, ensuring transparency and reducing the risk of fraudulent practices.

PROCESS TO APPLY FOR JWELLER REGISTRATION SCHEME– The step by step process of the BIS hallmarking registration are as follows-

Step 1: Enter the URL https://www.manakonline.in/MANAK/login in Mozilla Firefox web browser and click on the “Hallmarking” tab.

Step 2: Then click on link at the BIS Portal under “Notification” section or click on the “For jeweller registration” tab.

Step 3: Then user will be redirected to the NSWS page where user will click on “All Approvals” then on “Central Approvals”.

Step 4: On the “Approval and Registrations” page user can search for the keyword “Hallmark” in the search field provided at the top right hand corner. Then go to “Registration of jewellers for selling Hallmarked jeweller/artefacts” box and click on “Add To My Approvals”.

Step 5: Then a Login page will appear where you can login using your credentials if you have already registered yourself on the portal otherwise register yourself by clicking on the “Register” link.

Step 6: Then fill the Registration form.

Step 7: Then an OTP will be send to user’s mobile no.

Step 8: Then a verification link will be sent to user’s registered email id.

Step 9: After user’s account has been verified kindly login with the credentials. Then click on My Dashboard link at the top right corner.

Step 10: Then click on “Apply Now” link.

Step 11: Enter CIN/LLPIN based on your selection if your business entity is already incorporated. If user is a “Sole Proprietorship” then click on validate button and proceed to the next step.

Step 12: Expand Company Registration Details section by clicking on the “+” sign and fill the Required details.

Step 13: Then Enter Postal Address Detail.

Step 14: Then expand Factory/Site Location and fill it.

Step 15: Similarly fill all the other sections and save the application as draft by clicking on ‘Save as Draft’ or submit the application by clicking on ‘Review & submit’.

STEP 16: Then user can submit the application after previewing it.

STEP 17: After successful submission, a message of submitted successfully will be displayed.

Click on the “OK” button to close that Pop-up.

Step 18: Then go to “Registration of jewellers for selling Hallmarked jewellery/artefacts” section in the left menu and fill the “User Details”.

Step 19: Similarly fill the “Registration Details”.

Step 20: Similarly fill all the other sections and save the application as draft by clicking on ‘Save as Draft’ or submit the application by clicking on ‘Review & submit.

Step 21: After successful submission the application status will reflect as “Approved” in the “My Dashboard” section.

Some of the documents are required for the process of the BIS hallmarking are-

1. Registered address proof of the Company/LLP/ Sole proprietorship/ Others.

2. Proof of Identity and Address proof of the Authorized Person.

3. MSME/SSI certificate, if applicable

4. Third-party laboratory test report as per Indian Standards, if applicable

5. Any other, if required.

The Bureau of Indian Standards (BIS) hallmark registration fees are based on the business turnover of the applicant:

1. Up to Rs. 5 crore: Application fee is Rs. 2,000 and registration fee is Rs. 7,500

2. From Rs. 5 crore to Rs. 25 crore: Application fee is Rs. 2,000 and registration fee is Rs. 15,000

3. From Rs. 25 crore to Rs. 100 crore: Application fee is Rs. 2,000 and registration fee is Rs. 40,000

4. Above Rs. 100 crore: Application fee is Rs. 2,000 and registration fee is Rs. 80,000

Micro, Small, and Medium Enterprises (MSMEs) are eligible for a 20% concession on BIS fees. Micro scale enterprises are eligible for an 80% concession in fees compared to large scale enterprises until May 31, 2026.

To renew a BIS hallmark license, an applicant can submit a renewal application online through the manakonline.in portal. The application needs to include the applicable application fee, license fee, advance minimum marking fee, and any dues.
