MUNICIPAL CORPORATION OF GREATER MUMBAI

ORDER

Ref: 1) The Epidemic Diseases Act, 1897.

2) The Disaster Management Act, 2005.

3) DMU/2020/CR.92/DisM-1, Dated 31.01.2022.

Whereas Government of Maharashtra vide notification No. DMU/2020/CR.92/DisM-1, Dated 31st January, 2022 has issued directions for containing the spread of the COVID 19 in the State that will come into effect from 1st February 2022 from 00.00 hrs. and will remain in force till the issue of any new order.

I, Dr. I S Chahal, Commissioner of Municipal Corporation of Greater Mumbai, in exercise of the powers conferred upon me, do hereby impose following restrictions within Municipal Limits of Greater Mumbai:

a) Beaches, Gardens, Parks to remain open as per normal timing before the advent of the COVID-19 pandemic.

b) Amusement/ Theme parks to remain operational with 50% of the operational capacity.

c) Swimming Pools, Water-Parks to remain open with 50% capacity.

d) Restaurants, Theaters, Natyagrihas shall remain open with 50 % capacity as per normal timing before the advent of the COVID-19 pandemic.

e) Bhajans & all other local, cultural and folk entertainment programs to be allowed with 50% capacity of the hall/pandal.

f) Marriages may have guests upto 25% of the capacity of the open ground and banquet halls or 200 whichever is lower.

g) There shall be no restrictions on movement during night hours of 11.00 p.m. to 5.00 a.m.

h) 25% audience is permitted in competitive sports and other such activities including horse racing. This capacity is to be taken as capacity of fixed chairs or seating arrangement. Standing and movable crowd must be avoided.

i) Local tourist spots to remain open as per normal timing.

j) Weekly Bazzars to remain open as per normal timing.

All other provisions contained in the Order issued by Government of Maharashtra under No. DMU/2020/CR.92/DisM-1 dated 31.01.2022 shall be strictly followed in Municipal limits of Greater Mumbai.

There shall be strict adherence to the rules regarding Covid Appropriate Behaviour- CAB and any other rules prescribed by the State Government from time to time.

Any violation of this order will be viewed seriously and shall be punished under sections of Indian Penal Code, 1860 and Disaster Management Act, 2005.

This order shall come into force from 1st February, 2022 and shall remain in force till 28th February, 2022.

ORDER

Reference:

1. The Epidemic Diseases Act, 1897.

2. The Disaster Management Act, 2005

In exercise of the powers conferred under Section 2 of the Epidemic Diseases Act, 1897 and the powers conferred under The Disaster Management Act, 2005, the undersigned, in his capacity as Chief Secretary and Chairperson, State Executive Committee, State Disaster Management Authority hereby issues the following directions, for containing the spread of the COVID 19 in the State that will come into force from, 1st February’ 2022 from 0000 hrs and will remain in force till the issue of any new order —

1. Districts that have more than 90% of vaccination with first dose as well as 70% of vaccination of both the doses, of eligible population beyond 18 years of age, as on 30/01/2022 are mentioned in Annexure A. This list shall be updated every week, after taking into considerations these percentages as per offical information of Public Health Department. Similarly criteria for the selection of a district in Annexure A shall be reviewed periodically to cater to dynamic nature of pandemic.

Maharashtra relaxes Covid-19 curbs from 1st February 2022

2. Following relaxations are appliable throughout the State of Maharashtra:

a. All National Parks and Safaris to remain open as per regular timings with online ticketing in the State. All visitors shall be necessarily fully vaccinated. Controlling authorities of these activities should impose reasonable restrictions on number of people to be allowed in such activities at any time, in view of Covid 19 pandemic.

b. All tourist spots that are ticketed to remain open as per regular timings with online ticketing in the state. All visitors shall be necessarily fully vaccinated. Controlling authorities of these activities should impose reasonable restrictions on number of people to be allowed in such activities at any time, in view of Covid 19 pandemic.

c. Spa’s can remain operational with 50% capacity subject to the same restricions as imposed for Beauty Salons and Hair Cutting saloons.

d. There shall be no limit to number of persons that may attend Funerals.

3. Following relaxations to restrictions mentioned in existing orders of 8/1/2022 and 9/1/2022 apply to districts finding mention in Annexure A.

a. Beaches, Gardens, Parks to remain open as per timings fixed by the local Authorities.

b. Amusement/ Theme parks to remain operational with 50% of the operational capacity.

c. Swimming Pools, Water-Parks to remain open with 50% capacity.

d. Restaurants, Theaters, Natyagrihas may remain operational as per timings to be decided by DDMA with 50% capacity.

e. Bhajans & all other local, cultural and folk entertainment programs to be allowed with 50% capacity of the hall/ pandal.

f. Marriages may have guests upto 25% of the capacity of the open ground and banquet halls, or 200 whichever is lower.

g. In addition, respective DDMAs may decide on the following, under information to SDMA:

i. DDMA may decide about the restrictions on movement during night hours of 11 PM to 5 AM.

ii. DDMA may permit upto 25% audience in competitive sports and other such activities including horse racing. This capacity is to be taken as capacity of fixed chairs or seating arrangment. Standing and movable crowd must be avoided.

iii. DDMA may open local tourist spots with reasonable restrictions.

iv. DDMA may allow opening of weekly bazzars.

v. DDMA may decide upon actitives not specifically mentioned herein or in the orders of 8/1/2022 and 9/1/2022, or any other order of any department of Government of Maharashtra.

4. For districts not mentioned in Annexure A, above mentioned relaxations in para 3 shall be applicable, either fully or partly, only after explicit permission of SDMA. Proposals for seeking such relaxations must detail special conditions that may be prevalent in the districts that has led to sub-optimal status of vaccination, plan to increase vaccination, rational why relaxation is being sought despite large population still unvaccinated and at risk etc.

All of the above will be subject to scrouplous adherence to Covid Appropriate Behavior in line with Annexure 2 of the State Government Order dated 8th January, 2022.

All other restrictions other than the ones specifically mentioned in this order will be as specified in the State Government Orders dated 8th and 9th January, 2022.
