OFFICE ORDER

Subject :- Verification of credentials prior to issuance of Digital Signature Certificate (DSC).

In continuation of the Office Order No. CCA/DC(T)/2013-98 dated 6th September 2013, for documents acceptable as proof of identity and proof of address and their attestation, the following directions are issued for strict compliance.

Proof of identity –

1. Passport

2. Copy of Driving Licence.

3. PAN Card.

4. Post Office ID Card.

5. Copy of Bank Account Passbook containing the photograph and signed by the individual with attestation by the concerned Bank official.

6. Photo ID Card issued by the Ministry of Home Affairs of Centre/State Governments.

7. Any Government issued photo ID Card bearing the signature of the individual.

Proof of address –

1. Telephone Bill.

2. Electricity Bill.

3. Water Bill.

4. Gas connection.

5. Bank Statement signed by the bank.

6. Service Tax/VAT Tax/Sales Tax registration certificate.

7. Driving Licence/RC

8. Voter ID Card

9. Passport.

10. Property Tax/ Corporation/ Municipal Corporation Receipt.

With the above documents the following conditions apply.

a) Validity of the Proof of Address : In case of any utility bills like electricity, water, gas, and telephone bill, the recent proof, but not earlier than 3 months from the date of application should be attached.

b) Using single document copy for both Identity & Address proof: This may be considered. However, if the address in the Photo-id is different from the Address given in the application then a separate Address proof may be insisted upon & collected.

c) Attestation of Copy : This will be done only by Gazetted officer, OR Bank Manager OR Post Master.

The above will come into force from 15th January 2014

    Attestation of copies of documents may be allowed to be made by CA/Cs/CMA as normally these professionals carry out the process on behalf of applicants. Purpose of these things is that government employee are easily traceable but the professional like CA/CMA/CS can also be traceable by their membership number and they are more capable to see whether document are fake or original. So we request to allow Ca/CMa/CS to attest the document

    Government give only stress for creating complications for a common man.Every gazzetted officials and Bank managers are not in position to get this overburden of this attestation of documents.

    GOVT SHOULD ALLOW PRACTICING CA/CS/CMA AND NOTARY PUBLIC FOR ATTESTATION OF THESE DOCUMENTS.

    Its a time to provide only UID for Identity as well as Address proof , there is a no need except self attestation, unfortunately here is no any reference of UID

    Instead of burdening the already overworked bank managers(which manager-AGM of a big branch, credit manager, relationship manager or other officers) and post masters with this additional job, why not the officials of the departments concerned take up this attestation work also themselves? After all it is they who are required to comply with the government directives for verification for which they alone should be accountable. Why try to pass the buck?

    Sir,

    Govt may have to create separate Gazetted Officers & Department only to attest documents, with or without fee to be paid. Further it is better to fix the fee officially in advance.

    More than the hardship, it is a nuisance of getting attestation from the three agencies specified in the Order, who are neither user friendly nor honest or
    efficient.

    Please tell this burecate that make a rule for dnying attestation by gazated oficer will lead to jail term of not less than 5 years as most of the gazated officers are dnying to attest the docs. Pls make seperate officer in all the government offices like PRO and public information officers

    This will cause great inconvenience to public !

    Professional should be allowed to attest the same.

    Do the Government lost faith on professionals ? Is there guarantee of that Govt. officer, bank manager will do better job than professional?
