The Ministry of Corporate Affairs issued General Circular No. 02/2024 dated 19th February, 2024 introducing ‘Change Request Form’ to the stakeholders.

Change Request Form is a web – based form on V3 portal of MCA for making a request to ROC, Correction of Master Data or for compliance with certain directions of Courts/Tribunals or for purposes which cannot be performed using existing services or forms or functionality already available with MCA.

The Circular is simplified under:

Form to be filed for –

Requesting Registrar of Companies (ROC) for:

1. Anything which cannot be done using existing Form/Service/Functionality which is available at the –

  • Front Office Level (users of MCA-21 services) or
  • Back Office Level (RoCs)

2. Correction of Master Data

3. Compliance with Directions of Courts/Tribunals, which cannot be complied with through existing functionality of forms or services on MCA portal

Form not to be used –

1. In place of any Reporting/Application/Registry requirements as per Companies Act, 2013, and LLP Act, 2008.

2. For the purposes which can be done through existing Form/Services/Functionality available at Front Office Level or Back Office Level.

3. In place of any approval Related and Registration related queries for which existing tickets and help desk facilities must be used.

The Form is to be used only under exceptional circumstances and if it is filed for any of the above stated reasons, the Form maybe rejected by the Authority.

Exploring MCA’s Change Request Form

Process –

1. Change Request Form to be filed on MCA V3 portal.

2. ROC shall process the Form in 3 days from the date of filing of the Form.

3. After processing the Form, it shall be forwarded to Joint Director (B-Governance Cell).

4. The Joint Director shall process the Form and decide the matter within 7 days.
