In a move aimed at enhancing collaboration and knowledge-sharing, the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) and the National Academy of Direct Taxes (NADT) have signed a Memorandum of Understanding (MoU). The MoU, inked by Shri Jayant Diddi, Principal Director General (Trg.), NADT, and Dr. K.N. Raghavan, Director General, NACIN, lays the foundation for the sharing of resources, including best practices, expert faculty, training materials, and innovative technologies.

The signing ceremony, held in the presence of Member Administration CBDT Shri Ravi Agrawal, Member (Administration and Vigilance), CBIC, Shri Alok Shukla, ADG, NACIN, Shri Ramesh Chander, and other senior officers from both academies, marks a significant step toward fostering collaboration in areas of mutual interest, such as taxation, law, legal systems, commercial and procedural laws, economic and administrative law, and cutting-edge investigation techniques.

Key Highlights of the MoU:

1. Resource Sharing: The MoU facilitates the exchange of best practices, expert faculty, training materials, and innovative technologies between NACIN and NADT.

2. Focus Areas: The collaboration is keenly focused on areas of shared interest, including taxation, law and legal systems, commercial and procedural laws, economic and administrative law, and cutting-edge investigation techniques such as data analysis, dark web exploration, risk management, and ethics.

3. Cooperation in Training: The Central Training Institutes, NACIN, and NADT will establish cooperation in sharing resources and best practices for the mutual benefit of officers from the Central Board of Indirect Taxes and Customs (CBIC) and the Central Board of Direct Taxes (CBDT).

4. Reciprocal Training Programs: The MoU includes provisions for reciprocal training programs for officers of both services, along with a structured attachment of officer trainees.

5. Building on Previous Collaboration: The MoU builds upon the earlier collaboration between the Central Board of Indirect Taxes and Customs (CBIC) and the Central Board of Direct Taxes (CBDT), who signed a MoU on sharing data in July 2020.

Significance of the Collaboration:

1. Enhanced Knowledge Sharing: Given the dynamic nature of trade, there is a growing need for knowledge-sharing and capacity-building among officers of both organizations. The MoU aims to address this need by fostering collaboration and exchange of expertise.

2. Synergies for Revenue Administration: The collaboration between NACIN and NADT is expected to result in synergies that contribute to better revenue administration and enforcement.

3. Structured Training Programs: The provision for reciprocal training programs and the attachment of officer trainees in the MoU ensures a structured approach to capacity-building, providing officers exposure to diverse perspectives and practices.

The collaboration between NACIN and NADT is a positive step toward leveraging collective expertise for the benefit of officers and, consequently, for more effective revenue administration. It aligns with the broader goal of enhancing the skills and capabilities of officers in the domains of customs, indirect taxes, narcotics, and direct taxes.

The National Academy of Customs, Indirect Taxes and Narcotics (NACIN) and the National Academy of Direct Taxes (NADT) today signed a Memorandum of Understanding (MoU) for sharing resources, such as best practices, expert faculty, training materials and innovative technologies.

The MoU was signed by Shri Jayant Diddi, Principal Director General (Trg.), NADT, and Dr. K.N. Raghavan, Director General, NACIN. Member Administration CBDT Shri Ravi Agrawal, Member (Administration and Vigilance), CBIC, Shri Alok Shukla, ADG, NACIN, Shri Ramesh Chander and other senior officers from both academies were also present.

NACIN and NADT mutually recognise the value of collaboration in sharing resources, such as best practices, expert faculty, training materials, and innovative technologies. This collaboration is keenly focused on areas of shared interest including taxation, law and legal systems, commercial and procedural laws, economic and administrative law, collaborative efforts, including sharing of resources and pedagogies in cutting edge Investigation Techniques such as Data Analysis, Dark Web Exploration and Risk Management and ethics fall within ambit of this MoU.

The MoU will facilitate both the Central Training Institutes to establish cooperation in sharing resources and best practices for the mutual benefit of officers from CBIC and CBDT and carries provision for reciprocal training programmes for officers of both services including a structured attachment of officer trainees.

Central Board of Indirect Taxes and Customs (CBIC) and Central Board of Direct Taxes (CBDT) had signed a MoU on sharing of data in July 2020. Considering the dynamic nature of trade, there is a need for knowledge-sharing and capacity-building among the officers of two organisations. Current MoU would build up on the training needs of officers and focus on synergies for better revenue administration.

ABOUT NACIN

NACIN is the apex training institute established to train the Officer trainees of Indian Revenue Service (Customs & Indirect Taxes) and also imparts in-service training for all officers and cadres under the Central Board of Indirect Taxes and Customs (CBIC). The new campus of NACIN coming up at Palasamudram is expected to be commissioned shortly. NACIN is also contributing immensely in international capacity building in the areas of Customs, Drug Law Enforcement and other Indirect Tax related issues by way of training and exchange of other  capacity building resources with partner countries.

ABOUT NADT

NADT Nagpur is the apex training Institute established to train the Officer Trainees of Indian Revenue Service (Income Tax) and number of in-service courses for the middle to senior management level officials of the Central Board of Direct Taxes (CBDT).
