Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, has amended the export policy for meat and meat products through Notification No. 42/25-26-DGFT dated 14 October 2025. Exercising powers under Section 3 read with Section 5 of the Foreign Trade (Development and Regulation) Act, 1992, and Paragraphs 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, the Central Government has introduced a new Export Policy Condition 9 under Chapter-2, Schedule-II (Export Policy) of the ITC (HS) 2022.
Under this amendment, exports of chilled and frozen meat will now be permitted only upon submission of proof of remittance to the Meat Export Development Fund (MEDF), which is managed by the Agricultural and Processed Food Products Export Development Authority (APEDA). The new condition applies specifically to products under the following ITC (HS) codes:
- 02013000 – Boneless fresh/chilled meat of bovine animals
- 02023000 – Boneless frozen meat of bovine animals
- 02061000 – Edible offal of bovine animals, fresh or chilled
- 02062100 – Frozen tongues of bovine animals
- 02062200 – Frozen livers of bovine animals
- 02062900 – Other frozen offal of bovine animals
All these items are now subject to compliance with Policy Condition 9, requiring verified remittance to MEDF as a precondition for export clearance.
To allow exporters adequate transition time, the amended policy will come into effect on 29 October 2025. Consequently, from this date onward, exporters of chilled and frozen bovine meat products must provide documentary evidence of remittance to the MEDF to secure export permissions.

Subject: Amendment in Export Policy of Meat and Meat products -regarding
S.O. 4667(E)._In exercise of powers conferred under Section 3 read with section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with Para 1.02 and 2.01 of theForeign Trade Policy 2023, as amended from time to time, the Central Government hereby incorporates Export Policy Condition 9 under Chapter-2, Schedule-II (Export Policy) of ITC (HS) 2022, as follows:
“The export of chilled/frozen meat shall be permitted subject to submission of proof of submission of proof of remittance to the Meat Export Development Fund (MEDF), operated by APEDA.”
2. Reference the above-mentioned provision, additional Export Policy Condition is inserted against the following ITC(HS) Codes only:

3. To provide some transition time to the exporters, this shall come into effect from 29.10.2025.
Effect of this notification: Exports of chilled and frozen meat products specified in Paragraph 2 shall be permitted only upon remittance to the Meat Export Development Fund (MEDF) operated by APEDA. The Notification shall come into effect from 29.10.2025.
