The Institute of Company Secretaries of India (ICSI) Council recently held meetings on June 15 and July 25-26, 2025, to approve several key initiatives. The decisions focused on enhancing student training, updating course content, and expanding the institute’s reach. Significant changes were made to the ICSI Student Training Guidelines, 2024, including a revision of the Corporate Leadership Development Programme (CLDP) to be effective from October 1, 2025. New guidelines were also established for CLDP faculty, barring members of the Central and Regional Councils, as well as those running for elections and their relatives/partners, from serving in this role. The council approved the establishment of Contact Centres in cities without existing chapters to boost student registrations. Additionally, it gave in-principle approval for a collaboration with Delhi Technological University (DTU) on an M. Tech by Research Programme focused on Environmental, Social, and Governance (ESG). Other decisions included a review of the course content for the Executive Programme under Syllabus 2022, the launch of multi-language study materials for the same, and the approval of a Capacity Building Certificate Course for Executive Programme pass students. The council also approved organizing national seminars on emerging sectors and a new building for the Raipur Chapter.

Important Decisions taken in the Meetings of the Council held on 15 June, 2025 & 25-26 July, 2025

1. Accorded approval for observance of MSME day across Regional Offices and the Chapters of the Institute.

2. Approved the amendments in the ‘Guidelines for conducting Class Room Teaching by Regional Councils/Chapters/Offices (i.e., ICSI-CCGRT & COE))/ Contact Centres / Study Centres for the students of Executive / Professional Programme of the Company Secretaryship Course and Students Registering for CSEET’.

3. Approved the proposal for Capacity Building Certificate Course for Executive Programme Pass Students, who have completed long-term practical training & a minimum period of 03 (three) years have elapsed since the passing of Executive Programme.

4. Accorded approval for allowing students, who have passed the Professional Programme examinations, but are yet to enrol for CLDP, to participate in National-Level Competitions of the Institute including Conference of Student CS (Yuvotsav), subject to fulfilment of other applicable eligibility criteria; and further to make amendments in the Guidelines thereto.

5. Accorded approval for amendments in various clauses of the ICSI Student Training Guidelines, 2024, inter-alia r.t. eligibility of the Members of the Institute for serving as faculty of CLDP, that only the Members of the Institute who are ‘not’ part of the Central Council/Regional Council/Managing Committee of Chapters shall be engaged as faculty, and that Members of the Institute who propose to stand for the elections of the Central Council/Regional Council and the Managing Committee of Chapters; and their Relatives/Partners shall not be invited to serve as faculty for CLDP.

6. Accorded approval for establishment of Contact Centres in prominent cities excluding cities with existing ICSI Chapters or Study Centres, to increase Student Registration in CS course.

7. Approved the proposal for conducting the ICSI National Educators Conference.

8. Accorded approval for bringing out the study materials of Executive Programme in multiple languages.

9. Approved the proposal for providing exemption in the Elective Paper ‘Advanced Direct Tax Laws & Practice’ under Elective 1 as paper 4.5 in Syllabus 2022 as against the Elective Paper 9.5 ‘Direct Tax Law & Practice Paper’ under Syllabus 2017.

10. Accorded in-principle approval for associating with Delhi Technological University (DTU) for ‘M. Tech by Research Programme in Environmental, Social, and Governance (ESG)’.

11. Approved the proposal for construction of new building for use of Raipur Chapter of the Institute.

12. Accorded approval for organising National-Level Seminars on growing/emerging sectors at various places at a Pan-India level.

13. Accorded approval for amendments in the ICSI (Management and Development of Company Secretaries in Practice) Guidelines, 2023 w.r.t. Services rendered by PCS under section 2(2)(f) of Company Secretaries Act, 1980.

14. Accorded approval for review of course contents of various papers of Executive Programme under ICSI Syllabus 2022, effective from December 2025 session of examinations.

15. Accorded approval for revision in the mode and manner of organising 30 days Corporate Leadership Development Programme (CLDP), effective from 01stOctober, 2025, and further for making consequential amendments in the ICSI Student Training Guidelines, 2024.
