The Ministry of Commerce and Industry, through the Directorate General of Foreign Trade (DGFT), issued Notification No. 06/2023, dated 15th April 2024, concerning the imposition of port restrictions on the supply of prohibited or restricted essential commodities to the Republic of Maldives for the fiscal year 2024-25. This notification, issued under the Foreign Trade (Development & Regulation) Act, 1992, aims to regulate the export of essential goods to Maldives under the bilateral trade agreement between the Governments of India and Maldives.

Under the authority vested by Section 3 of the Foreign Trade (Development & Regulation) Act, 1992, the Central Government has laid down specific conditions regarding the export of essential commodities to Maldives. Exporters are now restricted to four designated Customs Stations for shipping essential commodities categorized as prohibited or restricted:

1. Mundra Sea Port

2. Tuticorin Sea Port

3. Nhava Sheva Sea Port (JNPT)

4. ICD Tughlakabad

This directive underscores the government’s efforts to ensure the regulated supply of essential goods to the Republic of Maldives. By confining exports to designated ports, authorities can closely monitor and manage the flow of these commodities, maintaining stability in trade relations between India and Maldives.

The implications of this notification are significant for traders and stakeholders involved in bilateral trade with Maldives. The imposition of port restrictions aligns with the quota system outlined in DGFT Notification No. 03/2023 dated 05.04.2023. Subject: Imposition of Port restrictions on supply of Prohibited/Restricted essential commodities to the Republic of Maldives during 2024-25.

S.O. 1715(E).In exercise of the powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No.22 of 1992), as amended, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP), 2023, the Central Government hereby incorporates following conditions in Notification No. 03/2023 dated 05.04.2024 for exporting of essential commodities to Maldives under bilateral trade agreement between Government of India and Government of Maldives: –

Export of essential commodities under Prohibited/restricted category to the Republic of Maldives during 2024-25 shall be permitted only through the following 4 Customs Stations: –

i. Mundra Sea Port

ii. Tuticorin Sea Port

iii. Nhava Sheva Sea Port (JNPT)

iv. ICD Tughlakabad

2. Effect of this notification:

Imposition of Port restrictions for exporting of essential commodities under Prohibited/restricted category to the Republic of Maldives during 2024-25, as per the quota notified under DGFT Notification No. 03/2023 dated 05.04.2024, has been notified.
