Introduction: The Central Board of Indirect Taxes & Customs (CBIC) recently conducted its 2nd National Coordination Meeting under the Union Secretary Revenue’s chairmanship. This meeting addressed crucial issues, fostering open dialogue and sharing best practices on matters such as revenue augmentation, enforcement, and GST. This article provides a comprehensive overview of the meeting’s key highlights and subsequent developments.

Detailed Analysis:

1. Revenue Augmentation and Enforcement: The meeting served as a pivotal platform for discussions on revenue augmentation and enforcement matters. The commitment to effective coordination and synergy among the Centre and States/UTs was evident, reflecting a collaborative approach towards addressing challenges.

2. Performance Review of CGST Zones: The CBIC reviewed the performance of CGST Zones across various key result areas. Concerns were raised regarding the timely uploading of Monthly Performance Report (MPR) data on the DDM portal by some field formations. Emphasis was placed on the importance of timely data updation to facilitate efficient reporting.

3. SAMAY Application for Legal Adherence: The legal cell of CBIC introduced the SAMAY (Systematic Adherence and Management of timelines for Yielding results in litigation) application. This tool aims to enhance monitoring and reduce delays in litigation processes.

4. Anti-Evasion Success Stories: The Directorate of Revenue Intelligence (DRI) showcased commendable achievements in anti-evasion efforts. Notably, DRI, Delhi Zonal Unit, and Patna Regional Unit intercepted airport staff involved in gold smuggling, leading to the recovery of 12 kg of gold, foreign currency, and Indian currency. Six individuals were arrested, dismantling the entire syndicate.

Conclusion: The CBIC’s 2nd National Coordination Meeting underscored the commitment to effective collaboration and problem-solving. DO No. 20/News Letter/CH(IC)/2023

Dear Colleague,

The 2nd National Co-ordination Meeting was held last week under the Chairmanship of the Union Secretary Revenue on wide-ranging issues such as revenue augmentation, enforcement matters, best practices on GST matters, etc. The meeting served as a platform for open and constructive dialogue and led to the exchange of best practices through insightful discussions. The success of this meeting reflects a commitment to effective coordination and synergy among the Centre and States/ UTs.

Last week, the Board also reviewed the performance of CGST Zones in various key result areas. During the preparations for the meeting, I noticed that some field formations are not uploading the Monthly Performance Report (MPR) data on DDM portal timely. Unless we focus on timely updation of the monthly data, the field formations will always be burdened for reporting in an ad hoc manner. I urge all of you to take note and ensure not only the timeliness of data but also the quality of the data fed into the system.

On the sidelines of the meeting, the legal cell of CBIC made a presentation on SAMAY (Systematic Adherence and Management of timelines for Yielding results in litigation). The SAMAY application, in brief, captures all the orders of the Hon’ble CESTAT as well as the Hon’ble High Courts and decisions of the Department thereon. It would reflect the pendency of orders for review which are either under process at various levels or are awaiting processing at the Commissionerate level. SAMAY would act as an important tool to monitor the litigation at various stages and reduce delays.

On the anti-evasion side, the Directorate of Revenue Intelligence (DRI) rescued 436 baby Indian tent turtles in Lucknow. In its effort to save the environment, DRI Lucknow has rescued 1721 babies of Gangetic turtles in five separate cases. In another interesting case, the officers of DRI, Delhi Zonal Unit and Patna Regional Unit mounted surveillance and intercepted the airport staff involved in the smuggling of gold in connivance with the sky marshals on a flight from a neighbouring country, leading to the recovery of 12 kg smuggled gold, along with foreign currency and Indian currency. Six persons were arrested, neutralizing the

whole syndicate. The officers involved in these cases deserve encomiums for their meticulous planning and swift action!

Till next week!

Yours sincerely,

(Sanjay Kumar Agarwal)
