Sub : Request to implement One Time Settlement (OTS) in VAT Assessment cases of small taxpayers i.e. below annual turnover One Crore and avoid Exparte  orders in other cases

Dear Sir,

We take this opportunity to bring into your kind notice that our Association is an Apex Body of Accounts Professionals from all over Punjab. All locally registered Associations from Jalandhar, Ludhiana, Amritsar, Patiala, Pathankot, Rajpura, Hoshiarpur, Mansa, Ferozepur, Nawanshehr, Moga, Nakodar, Phagwara, Muktsar etc. have their representation in this Punjab level body, having its registered office at Jalandhar.

Sir, we would like to draw your kind attention towards the fact that during an official visit of worthy Cabinet Minister Shri Sunder Sham Arora in Jalandhar, various Trade and Industrial Associations met him and on their request, Shri Arora assured that soon in the near future One Time Settlement (OTS) in small cases will be implemented through an official Notification, but till date no such Notification has come out. Rather the small taxpayers are being pressurized by serving Notices for VAT Assessment for their cases relating to 2013-14. Moreover, they are being threatened that Ex-parte Orders will be passed without properly hearing small taxpayers or their representatives. Consequently, Accounts Professionals are being subdued from all the sides. We face acute mental pressure from taxpayers on one side and the Chartered Accountants/Advocates on the other side.

Sir, as all Professionals are already feeling shrinkage due to Corona Pandemic and the undue workload of preparing and filing various monthly, quarterly and annual GST and Income-tax Returns, we humbly request your honour to implement One Time Settlement scheme in the cases below One Crore annual turnover and sufficient time at least upto 15th December, 2020 be given for Assessment in other cases pertaining to year 2013-14 onwards.

Sir, by implementing OTS for small taxpayers would not create any revenue loss to the Government, rather this will give a fair impact on the professionals and taxpayers working in unorganized sector, who are at the helm of affairs. This will also pull out professionals, especially the loyal Accountant community and all other concerned from the undue mental pressure.

We sincerely hope that favorable Notification would be released, for which we shall be highly grateful to your honor.
