GST Rule 14A (Fast Track GST Registration)- Practical Issues and Solutions – (One Day GST Registration/ Fast GST Registration)

Summary: Rule 14A of the CGST Rules, effective from 1 November 2025, introduces an optional fast-track GST registration process aimed at small taxpayers with monthly B2B output tax liability not exceeding ₹2.5 lakh. Under this mechanism, GST registration can be approved automatically within three working days and, in practice, often within a few hours after Aadhaar authentication. The scheme permits only one Rule 14A registration per State or Union Territory under the same PAN and mandates Aadhaar authentication for the primary authorised signatory and at least one promoter or partner. However, taxpayers exceeding the ₹2.5 lakh monthly B2B tax liability limit may face restrictions in filing GSTR-1, thereby blocking customers from receiving input tax credit in GSTR-2B. To overcome this restriction, taxpayers must withdraw from Rule 14A by filing Form GST REG-32 after filing all pending returns and completing Aadhaar and biometric verification formalities. Upon approval, the taxpayer shifts to normal registration from the first day of the succeeding month. The framework is primarily designed for startups and small taxpayers seeking faster GST registration with simplified initial compliance requirements.

WHAT IS RULE 14A

Rule 14A of CGST Rules, effective from 1st November 2025 provides optional, fast track GST Registration process for small taxpayers.

FEATURES & ELIGIBILITY

1. Monthly output tax liability on B2B supplies (Sales to registered person) is less than or equal to Rs 2,50,000.

2. Only one registration per State/ U.T is allowed under the same PAN under Rule 14A.

3. Aadhar authentication is compulsory for the primary authorized signatory and at least one promoter or partner for registration under this route.

4. GST Approval Timeline:

Statutory Timeline: GST is approved automatically within three working days.

Practically: After submission of GST application and aadhar authentication, GST is approved within 4-5 hours.

WITHDRAWAL FROM RULE 14A

Why withdraw:

If your monthly B2B liability exceeds Rs 2.5 Lakh, GST portal will block the filing of GSTR-1 due to Rule 14A restriction. Due to this, your customer will not be able to see the credit in their GSTR-2B, potentially straining business relationships.

You will get the following error:

(Error! Summary cannot be generated as you have reported B2B supplies exceeding Rs 2.5 lakhs. Since, you have opted for registration under Rule 14A, under which tax liabilities on B2B supplies should not exceed Rs2.5 lakhs per month. Therefore, withdraw registration under the rule 14A (refer subrule 5) in order to report supplies without any restriction.)

Procedure of Withdrawal/ Switching to Normal Registration:

Pre-requisite: All pending returns must be filed before withdrawal.

From 1st April 2026, at least one tax period return is required (For Monthly Filers- One Month return, For Quarterly Filers- One Quarter Return), otherwise Portal will show error “Warning You are not allowed to file Application for Withdrawal from Registration under Rule 14A as all the due returns or minimum number of returns required as per GST Rules has not been filed.”

Step by Step Process to File Form GST Reg-32 on the GST Portal (Withdrawal from Rule 14A)

3. Aadhar Authentication

# Aadhar Verification is compulsory for primary authorized signatory and at least one Promoter/Partner. You will received mail for the same after this form submission.

Practically: After above procedure, you will get a mail “Intimation for Biometric Authentication/Document Verification” under which you have to book your slot to visit GST Suvidha Kendra for Biometric Authentication and/or Document Verification, and visit GST Suvidha Kendra for the same.

TIP: While submitting Rule 14A application, authenticate the person who shall visit GST Suvidha Kendra for Biometric Authentication and/or Document Verification

After that your application will move to Pending for processing and shall later on be accepted/ Rejected as the case maybe.

Effective Date

# After approval, taxpayer is shifted to normal registration provision from the first day of the following month.

Eg. Application for withdrawal approved in May 2026, then taxpayer shall be considered as normal taxpayer w.e.f 1st June 2026, which means in GSTR1 filed for June month (between 1st July 2026 to 11th July 2026), you can show output tax liability greater than 2.5L.

Practically: What if you had output tax liability greater than 2.5 Lakh before withdrawal under rule 14a?

Solution: You can also show prior months GST Invoices in above return. (in our example B2B sales of May and before can be shown in GSTR1 of June 2026 even if amounts exceed Rs 2.5L per month)
