In exercise of powers conferred under Paragraph 2.4 of the Foreign Trade Policy 2004-2009, the Director General of Foreign Trade hereby makes the following amendments in Handbook of Procedures.
Where the manufacturer exporter has obtained authorisations for manufacture of the same export product both under EPCG or any of the Duty Exemption and Remission Schemes as given in Chapter 4 of the Foreign Trade Policy and physical exports or deemed exports for categories mentioned in paragraph 5.4(iv) of Foreign Trade Policy, made under these schemes shall also be counted towards the discharge of export obligation under EPCG Scheme.
The existing DEPB rate of 7% with the value cap of Rs. 1120/- per piece notified vide Public Notice No. 37 dated 09.08.2005 for the export product “Hermetically Sealed Compressors for Refrigerators & Commercial Refrigeration Applications using eco friendly gases” appearing at Sr. No. 588 is made effective from 21.03.2005.
However, in case the import of spices is for value addition purpose like crushing/grounding/sterlisation or for manufacture of oils and oleoresins and not for simple cleaning, grading, re-packing etc., the export obligation shall be fulfilled within a period of 120 days.
In exercise of powers conferred under Paragraph 2.4 of the Foreign Trade Policy 2004-2009, the Director General of Foreign Trade hereby makes the following amendments in Handbook of Procedures.
Attention is invited to Government of India, Ministry of Finance (Department of Revenue) Ad-hoc Exemption Order No.18/2006-Customs dated 9.5.2006. As per the said Ad-hoc Exemption Order, import of wheat is allowed at Zero Duty as per all the conditions specified therein.

The new system of import from registered sources will come into effect from 1st April, 2006. However, in cases where Bill of Lading is dated 1st August, 2006 and before,imports will be allowed on the basis of Pre-Shipment Inspection regime in terms of Para 2.32 of the Handbook of Procedures (Vol.1), notified vide Public Notice No. 1 dated 8th April, 2005 and as amended from time to time.

In the statement of Standard Input Output Norms as contained in the Handbook of Procedures, (Vol.2) 2004-2009, as amended, amendments/ deletions/ corrections/ additions at appropriate places as mentioned in Annexure “A” to this Public Notice are made.
