In exercise of powers conferred under paragraph 2.4 of the Foreign Trade Policy 2009-2014, the Director General of Foreign Trade hereby makes the following amendments in the Handbook of Procedures (Vol. I) (Appendices and Aayat Niryat Forms) 2009-2014.
An application for grant of benefit under this scheme shall be filed in ANF 3F (this ANF 3F will be notified subsequently) to RA concerned. For the purpose of the scheme, export performance shall not be allowed to be transferred from any other IEC holder. Since the benefit is admissible on realisation basis, applications can be filed after 1st April 2013. Last date for filing application will be as per para 3.11.9 of HBP v1 and late cut provisions of para 9.3 of HBP v1 2009-14 will be applicable.
Incremental Exports Incentivisation Scheme -Objective (a) The objective of the Scheme is to incentivize incremental exports. Entitlement (b) An IEC holder would be entitled for a duty credit scrip @ 2% on the incremental growth (achieved by the IEC holder) during the period 01.01.2013 to 31.3.2013 compared to the period from 01.01.2012 to 31.3.2012 on the FOB value of exports. Incremental growth shall be in respect of each exporter (IEC holder) without any scope for combining the exports for Group Company.
Para 5.11.2 of the Hand Book of Procedure Volume – 1 (HBP V-I) permits re-fixation of Annual Average Export Obligation, in case the export in any sector/product group decline by more than 5%. This implies that for the sector/product group that witnessed such decline in a licensing year as compared to the previous licensing year would be entitled for such relief.
All Regional Offices are requested to re-fix the annual average export obligation for EPCG Authorizations for the year 2011-12 accordingly. Reduction, if any, in the EO should be appropriately endorsed in the licence file of the office of RA as also in the Amendment Sheet to be issued to the EPCG Authorisation holder.
In SION No. H-471 of Plastic Product Group (Product Code H) relating to export product “Polyacetal Resin Compound”, the description of Import Item No. 1 ‘Polyacetal Resin (Fluff)’ is amended to read as “Polyacetal Resin (Fluff)/Acetal Resin/Polyacetal Resin/Polyacetal”. There is no change in description of the Export Product and rest of the Import Items. Further, there is no change in quantity allowed for any import item.
Exporters desirous of exporting sugar may continue to obtain Registration Certificates accordingly. The conditions and modalities as mentioned in Policy Circular No. 62(RE-2010)/2009-14 dated 14.05.2012 and as modified by Policy Circular No. 63(RE-2010)/2009-14 dated 16.05.2012 will continue to apply.
In exercise of the powers conferred under Paragraph 2.4 of the Foreign Trade Policy, 2009-14, as amended from time to time, the Director General of Foreign Trade hereby allocates a quantity of 10,000 MTs (Ten thousand metric tonnes) of white Sugar for export of CXL Concessions Sugar to European Union (EU) for the period October, 2012 to September, 2013.
The details of existing PSIA’s at Sl.No.12, 13, 16, 17 and 18 in Appendix-5 of Handbook of Procedures (Vol-I) as notified in Public Notice No.20 dated 1.10.2012 are amended / corrected to read as under.
Accordingly, names of the above agencies are added at Serial No. 5 (Rajasthan) and Serial No. 15 (Tamil Nadu) of Appendix 4C (List of Agencies Authorized to issue Certificate of Origin – Non-Preferential) of Handbook of Procedures Vol.I (Appendices & Aayat Niryat Forms), 2009-2014.
