This week I took a review of all the infrastructure project proposals of our department pending at various stages. Out of a total of 87 projects, 16 proposals are being monitored by the Finance Secretary and 10 projects are being monitored by Member (Adm). In order to ensure that all the remaining projects get a push towards conclusion, I thought it appropriate to involve the Zonal members to supervise pending projects of their respective zones. This would give an added fillip to all such projects which may be on the back burner for some reason or other. All these assets that we are trying to build for the benefit of the department cannot fructify without the active and committed involvement of all our own officers and staff. I sincerely hope that this endeavor would add to the speed of asset acquisition by the department.
As you are already aware, the Swachhata Pakhwada is scheduled from 16th to 31st January 2018. In this regard, as per the daily schedule of this calendar you are requested to post Swachhata reports and activities on a daily basis on a newly created whats app group whose details have already been shared by DGHRD vide letter dated 17th January, 2018. Also, further to this Pakhwada I had indicated in my earlier communications with you to choose any two Swachhata projects for your zone for implementation. I require you to send a detailed completion report to DGHRD in this regard for my perusal. For projects still underway, details may be given with expected date of completion in this financial year.
Member (GST), vide his D.O. letter dated 8th January, 2018, has already written to you regarding the need to ensure that the refund sanctioning authorities under your jurisdiction stick to the timelines stipulated under law, especially with respect to refunds in relation to zero-rated supply of goods or services. Considering the paramount importance of timely and smooth disbursement of export refunds to the health of trade and economy, I would like to reiterate the urgency of ensuring timely processing of refund claims and would urge all of you to personally monitor the same. It has also been observed that several exporters are not aware of the requirement of manual filing of refund claim in FORM GST RFD-01A. I would request all of you to sensitize the exporter community regarding the same.
The 25th GST Council meeting was held on the 18th January 2018. The outcome of this meeting will be known to you through various press releases and subsequent notifications/circulars. Please ensure that your officers and staff remain well conversant with the changes.
With profound sorrow I am to inform you of the sad demise of Shri M.G Abrol who last served the department as Chairman from 23.09.1976 to 09.12.1977. Shri Abrol is one of the pioneers of the department and is known as the Father of the Indian Customs Act 1962. A stalwart and architect of our department, his sad demise has dealt a severe blow to the department. A condolence message on behalf of the department has been sent to his family.
I feel very proud to inform that Ms. S. Nithya, Tax Assistant from Bangalore Zone has achieved a remarkable feat by winning the Bronze Medal in the Asian Classic Powerlifting Championship. My heartiest congratulations to her and my best wishes to her for all future endeavours.
