    Sir,

I have purchased a flat in Belgaum. The builder has collected 4% towards VAT on full value of flat and 2.58% towards service tax. I have not received any proof of payment by builder to the Government. I had made the payment to the builder by cheque.

Kindly advise whether the amount paid is as required by law.

Why should the owners bear the VAT? Is there any rule which bars the owners from paying it?
