Taxes levied on petrol and diesel

98. Shri Elamaram Kareem:

Will the Minister of Petroleum and Natural Gas be pleased to state:

(a) the details of various taxes and duties levied by the Central Government and State Governments on petrol and diesel in the country;

(b) the amount collected by Centre and by each State, as on 01-07-2021, for a litre of petrol and diesel;

(c) the impact of daily revision of prices on retail consumers; and

(d) the reasons for increasing prices of petrol and diesel despite decline in global crude oil prices?

 (a) to (d):  A statement is laid on the Table of the House.

Statement referred to in reply to parts (a) to (d) of Rajya Sabha Starred Question No. 98 asked by Shri Elamaram Kareem to be answered on 28TH JULY, 2021 regarding “Taxes levied on petrol and diesel”

 (a) & (b): The custom duty on petrol and diesel are 2.5% plus 10% social welfare surcharge w.e.f. 02.02.2021. The amount being collected by Centre as excise duty/cess for each litre of petrol and diesel as on 01.07.2021 is Rs. 32.90/litre and Rs. 31.80/litre respectively which is effective from 02.02.2021.

The State wise VAT (Rs./litre) on petrol and diesel is at Annexure. This indicates the amount collected by each State on 01.07.2021 for a litre of petrol and diesel.

(c) & (d): Prices of petrol and diesel are market-determined with effect from 26.06.2010 and 19.10.2014 respectively. Since then, the Public Sector Oil Marketing Companies (OMCs) have been taking appropriate decision on pricing of petrol and diesel on the basis of international product prices and other market conditions. The OMCs have increased and decreased the prices of petrol and diesel according to changes in international prices and rupee dollar exchange rate.

The impact of increase in prices of petrol and diesel can be seen in their impact on inflationary trend measured by Wholesale Price Index (WPI). The weightage of petrol, diesel and LPG in the WPI index is 1.60%, 3.10% and 0.64% respectively.

The Average Price of Indian Basket of Crude oil has gone up from US $ 19.90/bbl in April, 2020 to US $ 63.40/bbl in April, 2021 to 71.98/ bbl in June 2021. Thus it can be seen that the international crude price has seen a rise of 362% over the past one year.

The retail price is fixed by the OMCs on the basis of 15 days rolling average price of petrol and diesel in the international market. There is also an impact of the rupee dollar exchange rate. Therefore, several factors constitute price fixation by the OMCs.
