1. Overview
ER8 is a quarterly Return for production and removal of goods and other relevant particulars.
The excel utility can be used for creating the XML file for efiling of your returns. The Efilling Excel Utility is an Excel Workbook that consists of four worksheets and are dynamic.
E-filing consist of two sub process firstly generation of XML file of the ER8 Return, and then upload of generated xml file to ACES application.
2. Before you begin
1. The version of Microsoft Excel in your system should be Microsoft Office Excel 2003 and above.
2. The sysem should have a file compression software to unzip excel utility file.
3. Make sure that you have downloaded the latest Excel Utility from ACES application to your local system.
4. Please enable the Macros (if disabled) as per the following instructions, so that all the functionalities of Efilling Utility will work fine.
– On the Tools menu, point to Macro, and then click Security.
– Click on either Medium or Low to select the ‘Security Level’.
– On the Trusted Publishers tab, select the Trust all installed add-ins and templates check box.
5. Please make sure that your System Date is correct.
3. Structure of Utility for ER8
1. Efilling ER8 consists of following four worksheets initially: “Return”, “Paid” “Other – Payments” and “Challan“.The name of each sheet is displayed in the tab at the bottom of the worksheet.
2.The sheet for entering data for duty head wise breakup of arrears are also added dynamically e.g. “ARREAR (1)” ,“ARREAR (2)” etc.
3.The sheet for entering data for duty head wise breakup of Other Payments(if any)are also added dynamically e.g. “Others (1)” , “Others (2)” etc.
4. Steps for Filing Return
I. Fill up the Return data: Navigate to each field of every section in the sheet to provide applicable data in correct format. (Formats will get reflected while fillling data.)
II. Validating Sheets : Click on the ”Validate this sheet” button to ensure that the sheet has been properly filled and also data has been furnished in proper format. If there are some errors on the sheet, Efiling Utility will prompt you about the same.
In such cases Efilling Utility will not allow you to proceed further until you rectify the errors.
There is “Validate Return and Submit ” button on last sheet “Challan” for validating all the entries in your return. If you click on this button, Utility will validate all the sheets one by one. In case there is some error identified on some sheet, the utility will prompt you about the same and lead you to the sheet.
III. Generate XML: After all the required fields have been filled properly and validated, clicking on ”Validate Return and Submit’‘ button will recheck all the sheets and XML will be generated.
Both files are saved in the same folder of your system where Efiling Utility is placed.
IV. Upload XML file to ACES application: For uploading the XML generated by the Efilling Utility, login to ACES application and access menu option to upload generated xml file of Return. On Upload screen provide the required information and browse to select XML file and submit the form.
I.Fill up the Return data
1. All Green Cells are areas where input is expected.
2. You are not allowed to enter data in the Grey Cells.
3. You can use ER8 Excel Utility only for filing the return of Present or Past months.
4. All the Fields marked with asterisk (*) are mandatory.You have to provide data for these fields.
5. If mandatory field is left empty, then Utility will not allow you to proceed further for generating XML.
6. Data provided must be in correct format, otherwise Utility will not allow you to proceed further for generating XML.
“7. Moving through the cells: After you have reached the desired cell, you can click on the tab keyboard button. On clicking tab, utility will take you to the next green cell of the section for data entry.
8.Moving through the sheets: After you have filled the data in a sheet you can move to the next sheet by clicking the “”Next”” button. On clicking this button utility will validate all the entries on the sheet and lead you to the next sheet if the data is filled properly on the sheet. In case there is some error in your sheet, the utility will prompt you the error messages and will not allow to proceed.”
9. Adding new rows: Sections such as DETAILS OF THE MANUFACTURE,CLEARANCE AND DUTY PAYABLE allow you to enter as much data in a tabular form. You can Click on “Add Row” to add more rows.
Note while filling tabular data, you must fill the mandatory fields in the added rows also, otherwise Utility will not allow you to proceed further for generating XML.
10. Filling data for “Return” sheet:
(i). Return Period: Enter the quarter and Year for which you are filing the return.
(ii). Registration details: Enter Registration number and name.
(iii). Option for NIL Return: In case you are filing a NIL Return then change this option to “Yes”.
On selection Yes, utility will ask you to freeze the option and then delete all the sheets that are not applicable. Only visible sheets will be “Return” an
(iv). Details of manufacture and clearance and duty payable: Provide the details like CETSH, Unit of quantity etc.
There is provision for adding new row in clearance details. For adding new row fill all the details in previous row and click on Add Row button.
11. Filling data for Paid sheet:
(i). DETAILS OF DUTY PAID ON EXCISABLE GOODS: Enter the details of duty paid on excisable goods.
12. “Other-Payments” Sheet: If some other payments were made during the month then provide the details on this sheet . The payment type may be “ARREARS”, “INTEREST” and “MISCELLANEOUS”.
Please select the value for field Payment in SECTION ARREAR very carefully. As you select the option, the Utility will ask you to freeze the option and add new sheet for filling duty head wise breakup of Arrears. The option once frozen cannot be changed.
If there is no payment made then you can leave this sheet blank and proceed to the next sheet.
13. “ARREAR” sheets: This sheet is added by the utility if Arrear payments details are filled on the sheet “Other-Payment”. Please provide the duty head wise breakup of payments made for arrears.
There is provision for adding new row in Duty head wise breakup. For adding new row fill all the details in previous row and click on Add Row button.

14. “Other” sheets: This sheet is added by the utility if Other payments details in Miscellaneous are filled on the sheet “Other-Payment”. Please provide the duty head wise breakup of payments made for Other payments.

15. “Challan” sheet: You can enter the details of challan, Invoice numbers, date and place.
There is column for entering Remarks also which is optional.
After filling all the sheets, click on the button “Validate Return & Submit” to generate XML of your Return.
II. Validating Sheets
Excel utility will validate all the basic mathematical and logical validation. All the database validations will be done after uploading the concerned XML file. After the required fields in a sheet are filled up, you must click the “Validate this sheet” button to confirm that the sheet has no obvious errors or data entry validation errors that are checked by the utility.
If mandatory fields such as Registration Number, Financial Year etc are not filled, then on clicking the ‘”Validate this sheet” button message to fill that fields will get prompted.
There is provision to validate all the entries in your return at once. “Validate Return and Submit ” button on last sheet. If you click on this button, Utility will validate all the sheets one by one. In case there is some error identified on some sheet, the utility will prompt you about the same and lead you to the sheet having error.
The errors are categorized into two categories : Show stopper and Warnings.
(I.) Show Stoppers: These are the major errors and you cannot proceed without correcting them e.g. Mandatory field such as Registration number is left blank. In such cases Utility will not allow you to generate XML. You have to rectify these errors first.
(II.) Warnings: These are minor errors and utility will prompt you as warning. You can proceed with these errors. On clicking the “Validate Return & Submit” the utility will perform various validations on your return and prompt you all the errors in your return. In case there is no major error identified in your return, the utility will prompt you all the warnings in your return.
Utility will ask you before generating XML: “Do you want to submit the Return with following error ? ” If you select YES then system will generate XML for the filled data . In case you want to rectify these errors select answer as “No”.
The warnings may be like :
1. UOM entered is not matching with applicable UOM to the CETSH.
2. There are calculation errors on sheet “Payable”.
3. Duty Paid-payable figures are not matching.
III.Generate XML
Once all relevant fields of the sheet have been filled up, clicking on “Validate Return and Submit” button will again validate all the sheets and XML will be generated if data is found OK.
After generating the XML, the Utility will prompt you the name and location of the files saved.
The name of the XML file that has been generated by the system will be the RegistrationNumber_Date_Time.xml e.g. TEMPA0054XXM001_131200834021PM.xml.
IV. Uploading XML file to ACES application
Login to ACES application and access menu option to upload generated xml file of ER8 Return.
On Upload screen fill in all the required fields like Return Month, Year and Return Type as ER8.
Click on browse to select XML file and submit the form.
After upload, system will validate the data. If data are found to be intact, the XML is successfully uploaded.
In case the files are found corrupted, Application will reject the XML at the time of uploading itself.
After validating the data, system will process the xml and upload the XML data into ACES database. (This may take some time.)
You can view the status of your Efiling return by accessing the menu Efiling–Status.
There are three status :
1.UPLOADED: denotes that return is uploaded and under processing. Please view after sometime.
2.FILED: denotes that uploaded return is accepted by system.
3.REJECTED: denotes that return could not be processed due to errors. This return needs to be corrected and uploaded again. If your Return is rejected than there will be hyperlink appearing to your Return number and you can see the errors by clicking the hyperlink.
