The Government of India issued Notification No. 9 (RE-99) 1997-2002 on 19th May 1999, amending the Import Licensing Notes in Chapter 50 of the ITC(HS) Classifications of Export and Import Items, 1997-2002. The notification introduces a new clause regarding the certification agencies for silk grading. The new clause lists various agencies authorized to issue certificates for the grade of silk, including centers in Japan, China, France, Switzerland, Italy, and India. These agencies are responsible for certifying the quality of silk being imported into India, ensuring compliance with the established grading standards. The amendment aims to streamline the certification process for silk imports, involving international organizations such as the Japan Government’s Yokohama Centre and the China Commodity Inspection Bureau, alongside domestic bodies like the Central Silk Board in Bangalore. This change aligns with the Export and Import Policy 1997-2002 and supports the regulation of silk trade in India. The notification was issued in public interest.

NEW DELHI, 19th May 1999

S.O (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 1.3 and 4.1 of the Export and Import Policy, 1997-2002, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items , 1997-2002 published on 31st March, 1997 (RE-98) as amended from time to time, namely – In the Import Licensing Notes, appearing in Chapter 50 of the said ITC(HS) Classifications of Export and Import Items 1997-2002(HS) Classification, the following clause shall be inserted in the end:

2 “(3) Agencies referred to in the licencing note 2 for issue of certificate for grade of Silk are as under:
