Notification No. 19 (RE-2005)/2004-2009, issued by the Government of India on 11th June 2005, amends the ITC (HS) Classification of Export and Import Items. The notification prohibits the import of specific livestock and related products into India due to the outbreak of Highly Pathogenic Avian Influenza (Fowl Plague). The ban includes domestic and wild birds (excluding poultry), unprocessed meat and meat products from avian species, semen from domestic and wild birds, and several other items such as live poultry, meat and eggs from avian species, feathers, pig meat products, and animal products intended for agricultural or industrial use. This restriction remains in place until further notice and is enforced in public interest.

NEW DELHI, DATED 11th August, 2005
S.O. (E) – In exercise of powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Foreign Trade Policy – 2004-09, the Central Government hereby amends the ITC (HS) Classification of Export and Import Items 2004-09 as under:
Condition 16 of Chapter I A (General Notes to Import Policy) of the ITC (HS) Classifications of Export and Import items, 2004-09 shall be amended to read as under:
“16. (I) Import into India of the following livestock and livestock products shall be prohibited from all countries in view of the reported outbreak of Highly Pathogenic Avian Influenza (Fowl Plague):
(i) domestic and wild birds including the captive birds (excluding poultry);
(ii) unprocessed meat and meat products from Avian species including wild birds (except poultry);
(iii) semen of domestic and wild birds.
Further, the Central Government hereby prohibits also the import into India from the countries reporting the outbreak of Highly Pathogenic Avian Influenza (Fowl Plague), the following livestock and livestock products, namely:
(i) Live poultry;
(ii) meat and meat product from Avian species including wild birds;
(iii) hatching eggs;
(iv) eggs and egg products;
(v) feathers;
(vi) five pig and pig meat products;
(vii) pathological material and biological products from birds;
(viii) product of animal origin from birds intended for use in animal feeding or for agricultural or industrial use.
2. The prohibition shall be in force till further orders.
This issues in public interest.
