Trade Notice No.04/2015-2020

Reference is invited to the Public Notice No. 12/2015-20 dated 18.05.2015 and 19/2015-20 dated 05.06.2015. vide which applications for recognition as per-Shipment Agencies (PSIAs) were invited.

2. In the 11thmeeting of the Inter-Ministerial Committee (IMC) dated 6.9.2017, the Committee had decided not to accept any new/fresh applications for enlistment as per-Shipment Inspection Agency (PSIA) on the grounds that as per Public Notice No. 63 dated 27.03.2017 the designated ports for import of un-shredded metal scrap were required to install Radiation Portal Monitors and Container Scanners by 31.03.2018. The Committee had noted that as the designated ports were in the process of installing Radiation Portal Monitors and Container Scanners, the position needed to be reviewed once the deadline approaches and thereafter it needs to be seen as to whether there is a requirement of the PSIAs.

3. In the matter the deadline for installation of radiation Portal Monitors & Container Scanners have been extended from time to time and the last extension has been granted till 30.6.2019 vide Public Notice no 80 dated 22.3.2019

4. The matter accordingly has been reviewed in the IMC meeting held on 28.03.2019, wherein the Committee has recommended that fresh applications be invited for enlistment as PSIAs under Appendix 2G for a very limited period..

5. Accordingly, applicants who are currently enlisted as PSIA in Appendix 2G and those who wish to apply for enlistment as PSIAs under Appendix 2(3 must submit a physical copy of the application in ANF 2L form by 15thMay, 2019 ( 6.00 pm). Copy of the application may be sent on the e-mail ID psia-dgft@nic.in by 15th May, 2019 (6.00 pm) , wherein the details of the instruments/explosive detector may be furnished in Excel Sheet in the prescribed format of ANF 2L. Also applicants must clearly indicate their desired area of operation and submit the copy of the lease rent agreement of their Head Office and Branch Offices.
