On October 21, 2024, the Office of the Principal Commissioner of Customs (NS-I) at Jawaharlal Nehru Custom House issued Public Notice No. 90/2024 regarding the debiting of licenses for importing restricted IT hardware, as per DGFT notification No. 23/2023. This notification classifies imports of laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers under HSN 8741 as “restricted,” requiring a valid license for import. The notice highlights issues with certain consignments being released without the necessary online license debit. It specifies that when a Bill of Entry is filed under Scheme Code 14, the system will block assessment until the license is debited. Importers must ensure that the scheme code is correctly mentioned; otherwise, officers can add it within the ICES system. Stakeholders, including trade associations, are urged to comply with these guidelines. The notice is considered a standing order, and any issues can be directed to the designated email for assistance. The communication underscores the importance of adhering to the licensing requirements to facilitate proper customs processes.
