Shri Amit Shah
Hon’ble Minister for Home & Cooperative
Government of India
New Delhi
Respected Shri Amit Shah
Subject : Need for a Cooperative Policy to boost cooperative sentiments
At the outset, we on behalf of 8 crore traders of the Country express our gratitude to the vision of Prime Minister Shri Narendra Modi for strengthening the cooperative sector in India. We take this opportunity to compliment your good self for driving a cooperative movement in India which could prove to be a game changer for boosting the economy of the Country. The CAIT stands in solidarity with the Government and commits itself to take cooperative movement down the line across the Country. Such cooperative policy can be extended to all verticals of retail trade including agro products, FMCG goods, consumer durable goods and likewise various other goods that are being traded in India.
In this context, we would like to apprise you that the retail trade in India is in peril due to commanding and monopolistic policies of the foreign funded global companies and also the big Corporate Houses which has deeply created an uneven level playing field where the traders due to limited finance and resources can not compete the big Companies as their purchasing power is limited to defined numbers. However, if a cluster of traders join hands together under a cooperative policy, they can pool their resources, finance, technology and marketing and can easily compete with big companies and by making themselves a one unit can enhance their purchasing power and can compete with any company. Such a scenario will also be in the interest of larger people because they will have a wider choice of products coupled with competitive prices and best quality goods.
While urging your good self to roll out a robust and well defined cooperative policy having essential ingredients of different incentives in terms of rebate in tawec,eAcy availability of finance at reduced interest rates, imparting technical
know how wherever it is required, more and more people could be encouraged to adopt cooperative method of business in all verticals of retail trade. We also suggest that a special cooperative park may be developed for the persons who are willing to join hands together under cooperative movement. These parks should have all facilities from farm to consumers which will enable them to lower down the cost of the product. On the other hand, these parks should be equipped with One Window facilities of all essential government facilities besides giving them in house banking and other facilities. Such types of, cooperative parks can play a greater and important role in transforming the retail trade ecosystem of the Country
In this context, we would like to mention that recently a CAIT senior official team visited one of the Agri food complex of Valsad Naysari pia Pal & Shakbhaji Sahakari Sangh Ltd at Naysari District in Gujarat which is a well established cooperative of 55 thousand farmers producing natural processed canned Mango Pulp,Pickles,Ketchup and other agro-foods. This cooperative is duly equipped with in-house canning, rapling, cold storage, cold process, heat process, packaging etc. under one umbrella and producing best quality goods not only catering domestic market but even the export market as well. However, such a cooperative suffers various problems like availability of finance & high cost of transportation. Though they produce agri goods on a seasonal basis, if support is given, such cooperatives can produce the goods throughout the year by enhancing their storage capacity. In terms of agri products, it is also necessary to provide security cover to the crops.
Therefore, if a cooperative policy is formed , such cooperatives can get a boost in fulfillment of the vision of Prime Minister Shri Narendra Moth, We are sure that your suggestion will receive your kind attention and you will be pleased to take necessary action. Meanwhile, we shall be grateful if you kindly accord us an earliest convenient appointment to discuss the same in person.
Thankyou. With regards
Yours truly
