NOTICE

The Ministry had reviewed the processes involved in delivery of important services to stakeholders and with a view to improving service delivery time, decided to accept payments of value upto Rs. 50,000/- for MCA21 services only in electronic mode w.e.f. 27.3.2011. It was also intimated in the same circular No. HQ/9/2002-Computerisation dated 9th March, 2011 that payments of value above Rs. 50,000/- would also be made in electronic mode only w.e.f. 1.10.2011.

With a view not to cause any inconvenience to the stakeholders, the decision with regard to stopping online payment facility was not put to effect pending enabling of alternative mechanism for payment. Online payment facilities through NEFT (National Electronic Fund Transfer) facility have since been introduced. In addition, “Verify Payment” feature has also been introduced to enable stakeholders to check status of their online payments. In view of this, it is proposed to stop payment through physical challan for payments of value above Rs. 50,000/- also, most of which are payment for Form 1 and Form 5 service.

Any of the stakeholders having any observation/suggestion/objection to the above proposal for stopping payments through physical challan for payments of value above Rs. 50,000/- may kindly give comments by e-mail at MCA.egovcomments@mca.gov.in or to Mr. Shyam Sunder, Deputy Director, e-Governance Cell, Ministry of Corporate Affairs, Room No. 508, 5th Floor, Shastri Bhawan, New Delhi-110001 by 20th September, 2013.

It is sad and unfortunate that Government has no comfortable mechanism to collect the taxes/dues. As it is a common feature that due to failure of payment gateway, the credit card debits the amount of fee but the same is not accepted by ROC as the appropriate form was found defective or unacceptable.
