No. 2764/06.11.001/2010-2011 It is clarified that the contents of the above circular are applicable to only those entities which operate a payment system under the Payment and Settlement Systems Act, 2007. Accordingly, the requirement of system audits is not applicable where a bank/entity is a participant in various payment systems such as RTGS, NEFT, CFMS, ECS, NECS, Card payment systems (Visa, MasterCard, etc.), ATM networks (illustratively like NFS, BANCS) etc.

Please refer to Regulation No. 7 of the Foreign Exchange Management (Transfer or Issue of Any Foreign Security) (Amendment) Regulations, 2004, dated July 07, 2004, in terms of which an Indian party requires prior approval of the concerned regulatory authorities both in India and abroad, to make an investment in an entity outside India engaged in financial services activities. Further in terms of para B.5.3 of the Master Circular on Direct Investment in Joint Venture (JV) / Wholly owned subsidiary (WOS) abroad dated July 01, 2009 issued by Foreign Exchange Department, RBI, regulated entities in the financial sector making investments in any activity overseas are required to comply with the above regulation.

Financial stability is the toughest task for autonomy-less central banker who gets torn between governmental priorities and regulatory overlap, making them look like the mythological Greek character Sisyphus who endlessly rolls up a boulder uphill, only to see it slide back. India had set up the Financial Stability and Development Council after recognising the need for stability, but it needs to establish conventions and practices to prevent its ‘spillover’ into monetary policies, said the Reserve Bank of India Governor Duvvuri Subbarao.

Concerned over the impact of high interest rate on consumer demand, Chief Economic Advisor ( CEA) Kaushik Basu on Friday said the RBI will need to have a re-look at the monetary tightening policy. ‘RBI will have to balance its monetary policy tightening in view of growing concerns, particularly in consumer goods front, where higher interest rates are impacting demand,’ Basu told reporters here.

Country’s largest bank SBI has breached RBI’s credit exposure norms during three consecutive years with regard to its loans provided to Mukesh Ambani-led Reliance Industries (RIL). The public sector lender, which also has significant exposures to troubled Air India besides certain telecom firms being probed in relation to the 2G scam, has now disclosed that its credit to RIL was in excess of the limits prescribed under the RBI’s prudential credit norms.

RBI Governor pitches for greater autonomy for RBI to deal with inflation

Amid rising inflation, Reserve Bank Governor D Subbarao today pitched for greater autonomy for the central bank saying that operational freedom would help it focus better on management of prices. Having autonomy frees the central bank from the pressure of responding to short-term developments, deviating from its inflation target and thereby compromising its medium term inflation goals, Subbarao said in a speech at the SAARC Finance Governors’ symposium at Kumarakom in Kerala.

DBOD.BP.BC.No.99 /21.04.132/2010-11 Banks were advised that if due to lack of expertise / appropriate infrastructure, they find it difficult to ensure computation of diminution in the fair value of advances extended by their small / rural branches, they will have the option of notionally computing the amount of diminution in the fair value and providing therefor at five percent of the total exposure in respect of all restructured accounts where the total dues are less than rupees one crore till the financial year ending March 2011. It was also advised that the position would be reviewed thereafter.

No. 2-8/2004-NS-II dated October 29, 2004 and circulated to agency banks vide our circular RBI/2004-05/259 Ref. CO. DT. No. 15.05.001/H-3999-4021/2004-05 dated October 30, 2004 (copy enclosed), particularly in case of retired army personnel and have denied the facility of this Scheme to some of them in contravention of the instructions ibid.
