In this article author FSM Ajay Sharma has tried to explain the ‘FSSAI State License’ and procedure to be followed while applying for the same in a brief manner:

FSSAI Stands for Food Safety and Standards Authority of India. It is an autonomous body established under the Ministry of Health & Family Welfare, Government of India in the year 2006 with the motive to protect the health of public, provide food safety license to every Food Business Operator (FBO) in India. FSSAI makes sure that the food business runs with appropriate license and a quality check over the products.

The FBO are required to follow the FSSAI rules and guidelines. FSSAI is entirely responsible for setting the standard and principles and controls for the welfare of food businesses in India.

WHAT IS FSSAI LICENSE?

FSSAI registration is a mandatory compliance used to ensure the safety of food products and it is essentially a food safety certificate issued by the food authority in India.

FSSAI license is mandatory before starting any food business. All the businesses who are involved in food business must obtain FSSAI.

FSSAI Registration/License No is a 14-digit number which must be printed on food packages/ Invoices.

Who is required to obtain FSSAI State License: –

Businesses with an annual turnover between Rs. 12 to Rs. 20 Cr. are mandatorily required to obtain State License.

Additionally, below are type of businesses in which state license is required. In simple words we don’t need to check turnover criteria: –

Dairy Units:-

  • Processing and chilling units 501 – 10,000 Ltrs of Milk per day.

or

  • 5 MT – 2500 MT of Milk Solids per annum

Vegetable Oil Processing Unit:

  • Processing Capacity Up – 2 MT per day

Slaughter House:

  • Slaughtering Capacity:
  • Large Animals: 3 to 50
  • Small Animals: 11 to 150
  • Poultry Birds: 51 to 1000

Meat processing Units:

  • Up to 500 Kg Meat per day or
  • Up to 150 MT Meat per annum

All Food Manufacturing/ Processing units other than above business production capacity: 101 Kgs/Ltrs – 2,000 Kgs per Day

  • Although all Grains, Cereals, Pulses Milling units without any quantity limit on Production (For example: Atta Chakki, Pulses Cleaning, Food Packing)

Storage – Cold/Refrigerated:

  • Storage Capacity: up to 10000 MT.

Storage – Atmospheric Controlled + Cold

  • Storage Capacity: up to 1000 MT

Storage Without Atmospheric Controlled + Cold

  • Storage Capacity: Up to 50,000 MT

Transporter (having a number of specialized vehicles like insulated refrigerated van/wagon, milk tankers etc. including Food Trucks)

Up to 100 Vehicles and Turnover up to Rs. 30 Crores per annum

Wholesaler:

Turnover up to Rs. 30 Crores per annum

Hotels:

Non star Rating to 4 Star Hotel.

Food Vending Machines:

Up to 100 Vending Machines in only one State/UT.

Period for FSSAI License:

FSSAI license can be applied for 1 year up to maximum 5 years at a time and renewed accordingly.

* Identity Registration (CIN/ Firm Registration)

* Premises Proof (Rent Agreement / Electricity Bill)

* Details of Person In-charge (Aadhar Card & Contact Details with Education Qualification)

* Products List

* FSMS Plan

* Board Resolutions – Nomination

* Nomination Form – IX

* Re – Call Plan (depends on the category of FBO)

* Water Report (depends on the category of FBO)

* Blue Print / Layout Plan (depends on the category of FBO)

* List of Equipment (depends on the category of FBO)

* Photo of  Business Place.

Govt. Fee for State License: –

Govt. Fee vary from Rs. 2000 to Rs. 5000 per year.
